O RAZGLASITVI ZAKONA O RATIFIKACIJI SPORAZUMA MED VLADO REPUBLIKE SLOVENIJE IN VLADO REPUBLIKE ALBANIJE O SODELOVANJU V IZOBRAŽEVANJU, KULTURI IN ZNANOSTI
Razglašam Zakon o ratifikaciji Sporazuma med Vlado Republike Slovenije in Vlado Republike Albanije o sodelovanju v izobraževanju, kulturi in znanosti, ki ga je sprejel Državni zbor Republike Slovenije na seji dne 24. maja 1994.

ZAKON
O RATIFIKACIJI SPORAZUMA MED VLADO REPUBLIKE SLOVENIJE IN VLADO REPUBLIKE ALBANIJE O SODELOVANJU V IZOBRAŽEVANJU, KULTURI IN ZNANOSTI
1. člen
Ratificira se Sporazum med Vlado Republike Slovenije in Vlado Republike Albanije o sodelovanju v izobraževanju, kulturi in znanosti, podpisan v Tirani 9. decembra 1993.
2. člen
Sporazum se v izvirniku v slovenskem in angleškem jeziku glasi:
SPORAZUM
MED VLADO REPUBLIKE SLOVENIJE IN VLADO REPUBLIKE ALBANIJE O SODELOVANJU V IZOBRAŽEVANJU, KULTURI IN ZNANOSTI
Vlada Republike Slovenije in Vlada Republike Albanije (v nadaljevanju pogodbenici) sta se
v želji, da bi razvijali sodelovanje med obema državama v izobraževanju, kulturi in znanosti,
v prepričanju, da bo tako sodelovanje prispevalo k boljšemu razumevanju in krepitvi vsestranskih odnosov,
v prepričanju, da bo tako sodelovanje prispevalo k nadaljnjemu razvoju prijateljskih odnosov med obema državama
in ob upoštevanju načel Helsinške sklepne listine Konference 6 varnosti in sodelovanju v Evropi
dogovorili o naslednjem:
1. člen
Pogodbenici bosta razvijali medsebojno sodelovanje in stike v izobraževanju, kulturi in znanosti in v ta namen podpirali neposredno sodelovanje in stike med svojimi organi, univerzami in drugimi izobraževalnimi, znanstvenimi in kulturnimi ustanovami ter organizacijami.
Podpirali bosta tudi izmenjavo univerzitetnih profesorjev, študentov, znanstvenikov, strokovnjakov in umetnikov.
2. člen
Pogodbenici bosta v skladu z možnostmi dodeljevali štipendije za študij in strokovno usposabljanje.
3. člen
Pogodbenici se bosta v skladu s svojimi interesi medsebojno seznanjali z možnostmi za učenje jezika druge pogodbenice in podpirali udeležbo profesorjev in študentov na poletnih jezikovnih tečajih.
4. člen
Pogodbenici bosta proučili možnosti za medsebojno priznavanje spričeval, visokošolskih diplom in akademskih naslovov in bosta o tem sklenili poseben sporazum.
5. člen
Pogodbenici si bosta prizadevali za boljše poznavanje kulture in kulturne dediščine obeh držav. Podpirali bosta kulturne stike in prireditve vseh vrst in na vseh ravneh.
6. člen
Pogodbenici bosta v skladu z obstoječimi zakoni in predpisi omogočili znanstvenikom, strokovnjakom in študentom druge pogodbenice dostop do muzejev, arhivov, knjižnic in drugih kulturnih ustanov.
7. člen
Pogodbenici bosta podpirali sodelovanje v izobraževanju, kulturi in znanosti v evropskih večstranskih organizacijah.
8. člen
Pogodbenici bosta spodbujali sodelovanje med športnimi organizacijami in udeležbo na športnih prireditvah obeh držav.
Pogodbenici bosta spodbujali stike med mladimi in njihovimi organizacijami.
9. člen
Pogodbenici bosta spodbujali sodelovanje med radijskimi in televizijskimi hišami, tiskovnimi agencijami in poklicnimi združenji s področja novinarstva, radia in televizije.
V ta namen bosta pogodbenici:
– izmenjali strokovnjake in novinarje,
– izmenjali radijske in televizijske programe.
10. člen
Predstavniki pogodbenic se bodo, kadar bo to potrebno ali na željo druge pogodbenice, sestali kot mešana komisija, ki bo pregledala dejavnosti v zvezi s tem sporazumom. Pogodbenici se bosta obvestili o sestavi svoje mešane komisije po diplomatski poti.
11. člen
Pogodbenici bosta v okviru zakonov in predpisov, ki veljajo na ozemlju vsake od pogodbenic, dodelili nasprotni strani vse možne olajšave za vstop, bivanje in odhod oseb in za uvoz materiala in opreme, potrebne za izvajanje programov izmenjav, dogovorjenih v skladu s tem sporazumom.
12. člen
Ta sporazum prične veljati z dnem, ko pristojna organa obeh držav izmenjata obvestili o njegovi odobritvi.
Ta sporazum velja pet let. Po izteku začetnega petletnega obdobja lahko vsaka od pogodbenic odpove ta sporazum tako, da o tem obvesti drugo pogodbenico šest mesecev pred iztekom veljavnosti.
Sestavljeno v Tirani dne 9. decembra 1993 v dveh izvirnikih v slovenskem, albanskem in angleškem jeziku, pri čemer so vsa besedila enako verodostojna.
Ob razlikah v razlagi velja angleško besedilo.

AGREEMENT
BETWEEN THE GOVERNMENT OF THE REPUBLIC OF SLOVENIA AND THE GOVERNMENT OF THE REPUBLIC OF ALBANIA ON COOPERATION IN THE FIELDS OF EDUCATION, CULTURE AND SCIENCE
The Government of the Republic of Slovenia and the Government of the Republic of Albania (hereinafter: "the Contracting Parties"),
Desiring to develop cooperation between the two countries in the fields of education, culture and science,
Convinced that it will contribute to better mutual understanding and enhancement of relationship at different levels,
Convinced that it will promote further development of friendly relations between the two countries,
Resolved to respect the principles of the Helsinki Final Act of the Conference on Security and Cooperation in Europe,
Have agreed as follows:
Article 1
The Contracting Parties shall develop mutual cooperation and contacts in the field of education, culture and science and, to this end, support direct cooperation and contacts between their respective authorities, universities, other educational, scientific and cultural institutions and organisations.
They shall also support the exchange of university professors, students, scientists, experts and artists.
Article 2
The Contracting Parties shall, within the scope of their means, grant scholarships for studies and specialized training.
Article 3
The Contracting Parties shall, according to their interests, inform each other of the possibilities of studying the language of the other Contracting Party and shall support the participation of teachers and students at summer language courses.
Article 4
The Contracting Parties shall examine the possibilities of reciprocal recognition of certificates, university degrees and academic titles and shall conclude a separate agreement to this effect.
Article 5
The Contracting Parties shall endeavour to acquire a better knowledge of culture and cultural heritage of both countries. They shall support cultural contacts and events in all forms and levels.
Article 6
The Contracting Parties shall undertake to ensure the scholars, experts and students of the other Contracting Party the access to the museums, archives, libraries and other cultural institutions within the limits of their existing laws and regulations.
Article 7
The Contracting Parties shall support their educational, cultural and scientific cooperation within European multilateral organisations.
Article 8
The Contracting Parties shall encourage cooperation between sporting organisations and participation in sporting events in each other's country.
The Contracting Parties shall encourage contacts between the young and their organisations.
Article 9
The Contracting Parties shall encourage cooperation among their radio and television institutions, press agencies and professional associations in the fields of press, radio and television broadcasting.
To this end the Contracting Parties shall:
– exchange experts and journalists,
– exchange radio and television programmes.
Article 10
Representatives of the Contracting Parties shall, whenever necessary or at the request of the other Contracting Party, meet as a Joint Committee to review developments related to this Agreement. The Contracting Parties shall inform each other about its composition of the Joint Committee through diplomatic means.
Article 11
The Contracting Parties shall, within the terms of the laws and regulations in force in its territory, accord to the other party every reasonable facility for the entry, stay and departure of persons, and for the importation of the material and equipment necessary for carrying out the programmes of exchange which may be established in accordance with this Agreement.
Article 12
This Agreement shall enter into force on the day of the exchange of notification of its approval by the competent bodies of both countries.
This Agreement shall remain in force for the period of five years. Following the expiry of the initial five-year period, either Contracting Party may terminate this Agreement by giving notice to the other Contracting Party six months prior to the expiry of its validity.
Done at Tirana on 9 December 1993 in two original copies in the Slovene, Albanian and English languages, all texts being equally authentic.
In case of different interpretation, the text in the English language shall prevail.

3. člen
Za izvajanje sporazuma skrbijo ministrstvo, pristojno za zunanje zadeve, ministrstvo, pristojno za šolstvo in šport, ministrstvo, pristojno za kulturo, in ministrstvo, pristojno za znanost in tehnologijo.
4. člen
Ta zakon začne veljati naslednji dan po objavi v Uradnem listu Republike Slovenije – Mednarodne pogodbe.
