Na podlagi tretjega odstavka 63. člena Zakona o zunanjih zadevah (Uradni list RS, št. 1/91-I) izdaja Vlada Republike Slovenije
U R E D B O
O RATIFIKACIJI SPORAZUMA MED VLADO REPUBLIKE SLOVENIJE IN VLADO ARABSKE REPUBLIKE EGIPT O UKINITVI VIZUMOV ZA DIPLOMATSKE, SLUŽBENE IN POSEBNE POTNE LISTE
1. člen
Ratificira se Sporazum med Vlado Republike Slovenije in Vlado Arabske republike Egipt o ukinitvi vizumov za diplomatske, službene in posebne potne liste, podpisan 26. julija 1995 v Kairu.
2. člen
Sporazum se v izvirniku v slovenskem in angleškem jeziku glasi:*
S P O R A Z U M
MED VLADO REPUBLIKE SLOVENIJE IN VLADO ARABSKE REPUBLIKE EGIPT O UKINITVI VIZUMOV ZA DIPLOMATSKE, SLUŽBENE IN POSEBNE POTNE LISTE
Vlada Republike Slovenije in Vlada Arabske republike Egipt
sta se v želji, da bi svojim državljanom olajšali vstop, izstop in gibanje med državama,
dogovorili o naslednjem:
1. člen
Državljani ene in druge države, ki imajo diplomatske, posebne in službene potne liste, imajo pravico vstopati na ozemlje druge države, izstopati s tega ozemlja ali potovati preko ozemlja druge države brez vizuma.
Ob prihodu se jim odobri bivanje v trajanju 90 dni.
2. člen
Člani diplomatskih ali konzularnih misij in mednarodnih organizacij, akreditirani v eni ali drugi državi ter člani njihovih družin, ki imajo diplomatske, posebne in službene potne liste, imajo pravico vstopati na ozemlje druge države brez vizuma.
3. člen
Državljani obeh držav, ki imajo diplomatske, službene in posebne potne liste, so dolžni vstopati na ozemlje druge države ter izstopati s tega ozemlja na uradnih vstopnih mestih obeh držav.
4. člen
Ta sporazum državljanov obeh držav, ki imajo diplomatske, službene in posebne potne liste, ne odvezuje obveznosti, da spoštujejo zakone in predpise, ki veljajo na ozemlju druge države.
Po drugi strani pa daje vsaki od držav pravico, da državljanom druge države ne dovoli vstopa na svoje ozemlje in/ali da jim odpove bivanje na svojem ozemlju, če zagrešijo dejanja, s katerimi kršijo zakone oziroma predpise.
5. člen
Ta sporazum ne vpliva na zakone in/ali predpise splošnega značaja, ki veljajo v eni in drugi državi in ki se nanašajo na notranjo varnost kot tudi ne na zakone in/ali predpise, ki urejajo vstop, bivanje in gibanje tujcev.
6. člen
Pogodbenici si bosta po diplomatski poti izmenjali vzorce diplomatskih, službenih in posebnih potnih listov.
Obvestili se bosta o vsaki spremembi v zvezi s temi potnimi listi 60 dni pred uveljavitvijo teh sprememb.
7. člen
Ta sporazum začne veljati z datumom izmenjave diplomatskih not, s katerima se pogodbenici obvestita, da sta izpolnili notranjepravne postopke.
Ta sporazum velja, dokler ena od pogodbenic tri mesece vnaprej pisno ne obvesti druge o svoji odločitvi, da odpoveduje ta sporazum.
Sestavljeno v Kairu dne 26. julija 1995 v dveh izvirnikih v slovenskem, arabskem in angleškem jeziku, pri čemer so vsa besedila enako verodostojna. V primeru razlik v razlagi velja angleško besedilo.

A G R E E M E N T
BETWEEN THE GOVERNMENT OF THE REPUBLIC OF SLOVENIA AND THE GOVERNMENT OF THE ARAB REPUBLIC OF EGYPT ON THE EXEMPTION OF VISAS FOR DIPLOMATIC, SERVICE AND SPECIAL PASSPORTS
The Government of The Republic of Slovenia, and the Government of the Arab Republic of Egypt
Desirous to facilitate the entry, exit and movement of their citizens between the two countries,
Have agreed as follows:
Article 1
The citizens of either country, holders of Diplomatic, Special and Service passports, have the right to entry, exit or transit to the territory of the other country without a visa.
They are granted at their arrival a stay for a duration of 90 days.
Article 2
The members of Diplomatic or Consular missions and International organizations accredited to either country as well as the members of their families, holders of Diplomatic, Special and Service passports have the right to enter to the territory of the other country without a visa.
Article 3
The entry and exit of the citizens of the two countries, holders of Diplomatic, Service and Special passports to the territory of the other country have to be accomplished through the offical entry points of the two countries.
Article 4
This Agreement does not exempt citizens of the two countries, holders of Diplomatic, Service and Special passports from the obligations of respecting laws and regulations in force on the territory of the other country.
On the other hand it gives to each country the right to refuse the entry and/or to cancel the stay of citizens of the other country to/on its territory if they perpetrate acts infringing such laws and/or regulations.
Article 5
This Agreement does not affect the laws and/or regulations of general character in force in the two countries related to internal security and those organizing the entry, the stay and the movement of foreigners.
Article 6
The parties shall exchange through Diplomatic Channels specimens of Diplomatic, Special and Service passports.
They will inform each other of any changes which will occur to those passports 60 days before the entry into force of those changes.
Article 7
This Agreement will enter into force on the very day when Diplomatic notes indicating completion of the legal procedures by the respective Parties to this Agreement are exchanged.
This Agreement will remain in force unless either Party informs the other Party in writing of its decision to terminate it three months in advance.
Done in Cairo on 26th of July 1995 in two original copies in the Slovene, Arabic and English languages, all texts being equally authentic. In case of divergence of interpretation, the English text shall prevail.

3. člen
Za izvajanje sporazuma skrbi Ministrstvo za notranje zadeve.
4. člen
Ta uredba začne veljati naslednji dan po objavi v Uradnem listu Republike Slovenije – Mednarodne pogodbe.
