O RATIFIKACIJI TEHNIČNEGA DOGOVORA O DELOVANJU VEČNACIONALNIH SIL KOPENSKE VOJSKE (VSKV)
1. člen
Ratificira se Tehnični dogovor o delovanju večnacionalnih sil kopenske vojske (VSKV), sklenjen dne 21. oktobra 1999 v Ljubljani.
2. člen
Dogovor se v izvirniku v angleškem jeziku in v prevodu v slovenskem jeziku glasi:
TECHNICAL ARRANGEMENT
ON THE OPERATING OF THE MULTINATIONAL LAND FORCE (MLF)
The Ministry of Defence of the Republic of Slovenia, the Ministry of Defence of the Italian Republic and the Ministry of Defence of the Republic of Hungary (hereinafter referred to as »the Parties«),
Stressing the political value of the Declaration of Intents on the creation of a Multinational Land Force signed by the Ministers of Defence on 13 November 1997 in Budapest;
Underlining the importance of multinational military co-operation in order to enhance stability and peace in Europe;
Confirming the aim of building strong co-operation in the military field based on mutual respect;
Bearing in mind the possible roles that the Multinational Land Force may be called upon to play and connected predictability requirements;
Recognizing the need for identifying organisational and operational procedures that provide military effectiveness to the Multinational Land Force:
In order to facilitate the implementation of the Agreement among the Government of the Republic of Slovenia, the Government of the Italian Republic and the Government of the Republic of Hungary on the establishment of the Multinational Land Force (MLF) (hereinafter: Agreement), signed on 18 April 1998 in Udine hereby the Parties involved in the MLF project have agreed on the following mechanism of co-operation.
ARTICLE 1
PROVISIONS CONCERNING THE STEERING AND WORKING GROUPS OF THE ITALIAN, HUNGARIAN AND SLOVENIAN MULTINATIONAL LAND FORCE
a. INTRODUCTION
In accordance with the Agreement, the Parties participating in the MLF have decided to set up a high level Political – Military Steering Group (PMSG) supported by a staff level Pol – Mil Working Group (PMWG).
Both groups have the right to establish their own internal working rules and procedures.
b. ROLE
(1) Political – Military Steering Group
The PMSG shall establish the conditions under which the MLF may be committed and for the operational employment and deployment of the MLF.
In addition, the PMSG shall provide mutual information and coordination among the Parties on all matters relating to the MLF.
In particular the PMSG shall:
– be coordinated by a Chairman, rotating on a yearly basis and representing a different Party each time, appointed by the Parties;
– be tasked with implementing the decision of Governments by preparing and issuing directives to the Commander MLF (COMMLF);
– approve the training and logistic objectives, the annual calendar of training activities and all acts related to the MLF;
– decide upon the activation of the MLF for training purposes or in the eventuality of an operation.
(2) Political Military Working Group
The PMWG shall provide support, as required, to the PMSG, including:
– making recommendations to the PMSG for MLF tasking;
– staffing the directives for the PMSG to issue to COMMLF through a designated Chain of Command;
– acting as the focal point for discussion and recommendations on the evolution of the MLF;
– preparing meetings.
In particular, the tasks of the Working Group are as follows:
– to study problems related to the MLF which lie within the competence of the national staffs;
– to assess the soundness of the proposals formulated by the COMMLF;
– to refer to the PMSG questions lying within their competence;
– to prepare directives for MLF employment within their areas of concern or on the basis of instructions issued by the PMSG.
c. COMPOSITION
(1) Political – Military Steering Group
The PMSG shall represent the Parties and shall comprise representatives of the Defence and Foreign Ministries.
a) Italian elements
They shall comprise:
– Chief of Defence General Staff or his delegate;
– Director of Political Affairs (MFA) or his delegate;
a) Hungarian elements
They shall comprise:
– Chief of General Staff or his delegate;
– Deputy State Secretary (MOD) or his delegate;
– Deputy State Secretary (MFA) or his delegate.
a) Slovenian elements
They shall comprise:
– Chief of General Staff or his delegate;
– State Secretary (MOD) or his delegate;
– State Secretary (MFA) or his delegate.
In time of crisis, consultation among the Parties shall be in accordance with national procedures. The composition of the PMSG may, therefore, be different, depending on the situation.
(2) Political Military Working Group
The PMWG shall comprise representatives of Foreign and Defence Ministries and Defence and Army General Staffs.
(a) Italian elements
They shall comprise:
– Ministry of Foreign Affairs representative;
– Defence General Staff representatives;
– Army General Staff representatives;
(b) Hungarian elements
They shall comprise:
– Ministry of Defence representative;
– Ministry of Foreign Affairs representative;
– General Staff representatives;
– Army Staff representatives;
(c) Slovenian elements
They shall comprise:
– Ministry of Defence representative;
– Ministry of Foreign Affairs representative;
– General Staff representatives.
When discussing exclusively military matters, the PMWG can meet also in a configuration called the Military Working Group (MWG), without the MFA representatives.
(d) Secretariat
The Secretariat to the PMWG, provided and appointed by the Parties and coordinated by the Chief of Secretariat, rotating on a yearly basis and representing a different Party each time, shall also provide support, as required, to the PMSG.
His duties shall include:
– Making the necessary administrative arrangements for the staging of PMSG and PMWG meetings and being available at these meetings to provide administrative support;
– Compiling and circulating an agenda before each meeting;
– Taking minutes of meetings as required;
– Preparing papers for the PMSG and the PMWG and circulating them as required.
COMMLF could participate or be represented in the PMSG and PMWG. Additionally, experts may be called upon to advise on areas of specific interests.
d. MEETINGS
(1) Political – Military Steering Group
The PMSG shall meet, in principle once a year or as required by one or more of the Parties.
(2) Political Military Working Group
The PMWG shall meet when necessary or as required by one or more of the Parties.
Decisions and recommendations concerning the MLF shall be adopted by consensus in both groups.
ARTICLE 2
MLF STRUCTURE AND ACTIVATION PROCEDURES
a. Force level/type and organisational principles
The force level identified for the MLF is the Brigade.
Due to the geographical area and the type of missions in which the MLF is expected to operate, a basic configuration of light forces has been identified, which would be particularly suited to operate in operational theatres characterised by rugged terrain, uneasy or slow mobility ground and harsh climate conditions.
The organisational concept envisages a Command and Control (C2) basic components provided by the leading Nation (ITALY).
In addition to the C2 structure, Italy also provides Combat Supports and Combat Service Supports.
b. Operational concept
The MLF must be able to:
– Perform the missions identified in article 1 of the Agreement;
– Become integrated with the other forces if it is made available to NATO, WEU or other »ad hoc« Force Coalitions;
– Be easily and readily able for projection;
– Be self-sustainable to some extent.
The performance of the above-mentioned missions must not compromise the participation of the MLF units in regular defence missions.
Since the need to attain the required operational readiness could hardly be harmonised with the difficulties hindering the establishment of a standing integrated instrument, it is agreed that activities should be differentiated into two separate periods:
(1) Non activated force
– HU and SVN detach permanently two (2) officers each to the framework Nation Brigade HQ;
– Periodic multilateral meetings are held among the commands of the units assigned by each Nation to the MLF;
– Study periods, visits and exercises are carried out also by exchange of units (study periods, CPX and LIVEX);
– The operation planning is prepared on the basis of the planning directives;
– The units earmarked for the MLF remain subordinate to their national commands.
(2) Activated force
– The Staff of the framework Nation Brigade becomes multinational; in particular, Italy provides about 60 % of the Staff positions and Slovenia and Hungary about 20 % each;
– The units selected amongst the earmarked units are placed under operational control (OPCON)* of COMMLF upon Transfer of Authority (TOA);
– HU and SVN detach one liaison officer each to the Alpine Troops Command designated as »mounting Headquarters«**.
c. Organisational concept
In order to implement the operational concept, the Parties are to earmark the component units/elements that shall be appropriately combined and integrated in view of setting up the MLF.
In particular, four (4) components must be available:
(1) Command, control and communication component
The Staff of the MLF Brigade includes: the Italian Brigade HQ and two officers from each other Party on a permanent basis.
One of those officers is responsible for co-ordination of multinational activities in the fields of Intelligence, Training and Operations, while the other deals with all matters concerning Logistics including Medical support.
Upon the activation of the MLF, the Brigade HQ becomes multinational through the inclusion of Slovenian and Hungarian personnel in all the cells of the Brigade Command Post.
In particular, Slovenia and Hungary are to provide:
– a Deputy Commander of the MLF, acting as the Senior National Representative (Colonel);
– the Officers in charge of G 2 and G 5, rotating between HU and SVN on a yearly basis.
Depending on the type of mission and the force organisation, specialists from the following cells may be included: fire support, mobility, counter-mobility, 3rd dimension, civil-military cooperation, psychological support, legal adviser, public information and provost marshal.
The framework Nation Brigade shall also provide a Brigade HQ Support Battalion including a Signal Company which, while maintaining its national features, shall include elements from other Parties in order to ensure interoperability of Communications.
Furthermore, a Military Police detachment with elements from all the Parties has to be activated in operations.
(2) Combat Forces
The MLF is based on three (3) infantry/mechanized regiments/battalions, one for each Party; they may be reinforced as required, by mechanized/armoured units on a case-by-case basis.
(3) Combat Supports
It includes an Artillery Regiment and an Engineer company, both provided by Italy. An Army Aviation unit may be included as required by the type of mission.
(4) Combat Service Supports
It shall be provided by a logistic battalion and a medical unit, both Italian. However, these units are to include such National Support Elements (NSE) from the Parties as are required in order to provide each national element with the logistic and medical support of national concern.
The logistic support is provided by the actual force/personnel of the subunits making use of their national resources and local procurement and service facilities.
The force projection and withdrawal is a national responsibility.
d. MLF activation
The MLF is a permanent pre-structured force on call: therefore, according to the information received by the Staffs of the Parties, the Commander of the designated framework Nation Brigade shall maintain an updated list on the units made available to the MLF, to be identified periodically by each Party.
In particular, the Parties shall provide the specific units for each activity of the MLF for training or operational purposes and the force structure shall depend on the specific mission.
Each Party shall be totally free to decide on its own unit participation in the MLF.
The MLF operates as a single entity both during exercises and operations, being employed in the framework of an International Organisation (NATO, WEU or other Organisation) or autonomously. The chain of Command and Control of the MLF shall be established jointly by the National Authorities in consideration of specific employment of the force.
In any case, the Alpine Troop Command shall be designated as »Mounting Headquarters«.
The principal steps in MLF activation, in response to a real crisis process are as follows:
– after having obtained proper political authorisation by the National Authorities, the Pol - Mil Steering Group (PMSG) should provide political – military guidance for the commitment of the MLF through the designated Command of Operation (COPER);
– in the compliance with the PMSG political – military guidance and the operational plans and orders from the designated COPER, the Command of the Nation framework Brigade prepares or updates the contingency operational documents (CONOPS) required for the specific mission and forwards them to the PMSG through the COPER and the PMWG; the latter confirms the availability of the earmarked forces and encloses their comments, if any;
– the PMSG approves the CONOPS and the MLF composition and issues the guidelines for the operation through an appropriate directive;
– the framework Nation Brigade Commander prepares the Force Generation Request Message (FGRQ) for the National Authorities which reply by the Force Generation Response Message (FGRP) specifying the units that are being made available;
– the Parties detach the reinforcements to the Brigade Command; upon TOA the reinforcing units pass under OPCON of the Brigade Commander;
– the MLF is activated and the Brigade Commander becomes COMMLF; in this capacity he issues the appropriate directives and orders for the conduct of the operation.
Training activities of the MLF are to be executed through approved yearly plans, which under the responsibility of the MWG, shall be coordinated with respective national military authorities.
ARTICLE 3
FINAL CLAUSES
a. Miscellaneous financial aspects, questions concerning the exchange of personnel and other administrative details shall be settled in separate specific technical arrangements.
b. This Arrangement enters into force on the date of the receipt of the last notification of the Parties upon the fulfillment of their internal legal procedures.
c. This Arrangement may be amended by the mutual consent of the Parties. The amendment shall be proposed in writing, through diplomatic channels and shall enter into force according to point b of this Article.
d. This Arrangement shall remain in force for an unlimited period of time. This Arrangement may be terminated by either Party by written notification of the other Parties. It shall cease to be in force six months after the receipt of the notification of termination.
In witness whereof, the undersigned Representatives, duly authorised by their respective Governments, have signed this Arrangement.

* Operational control (OPCON): the authority delegated to a Commander to direct forces assigned so that the Commander may accomplish specific missions or tasks which are usually limited by function, time or location, to deploy units concerned, and to retain or assign tactical control of those units. It does not include authority to assign separate employment of components of the units concerned. Neither does it, or itself, include administrative or logistic control. (AAP – 6 (U).
** Mounting Headquarters is responsible for providing both executive and staff functions for the deployment, sustainment and redeployment of the MLF.
TEHNIČNI DOGOVOR
O DELOVANJU VEČNACIONALNIH SIL KOPENSKE VOJSKE (VSKV)
Ministrstvo za obrambo Republike Slovenije, Ministrstvo za obrambo Italijanske republike in Ministrstvo za obrambo Republike Madžarske (v nadaljevanju “pogodbenice”),
poudarjajoč politično vrednost Deklaracije o namenu ustanovitve večnacionalnih sil kopenske vojske, ki so jo podpisali ministri za obrambo 13. novembra 1997 v Budimpešti,
poudarjajoč pomen večnacionalnega vojaškega sodelovanja za krepitev stabilnosti in miru v Evropi,
potrjujoč namen vzpostaviti močno sodelovanje na vojaškem področju, temelječe na medsebojnem spoštovanju,
zavedajoč se možnih vlog, katerih izvajanje se lahko zahteva od večnacionalnih sil kopenske vojske, in s tem povezanih zahtev po načrtovanju sil,
priznavajoč potrebo določiti organizacijske in operativne postopke, ki naj zagotovijo večnacionalnim silam kopenske vojske vojaško učinkovitost,
z namenom olajšati izvajanje Sporazuma med Vlado Republike Slovenije, Vlado Republike Italije in Vlado Republike Madžarske o ustanovitvi večnacionalnih sil kopenske vojske (VSKV) (v nadaljevanju sporazum), podpisanega 18. aprila 1998 v Vidmu, so se s tem dokumentom kot pogodbenice, vključene v projekt VSKV, sporazumele o naslednjih načinih sodelovanja.
1. ČLEN
DOLOČBE, KI SE NANAŠAJO NA SKUPINE ZA VODENJE IN DELOVNE SKUPINE ITALIJANSKIH, MADŽARSKIH IN SLOVENSKIH VEČNACIONALNIH SIL KOPENSKE VOJSKE
a. UVOD
V skladu s sporazumom so se pogodbenice, ki sodelujejo v VSKV, odločile, da ustanovijo politično-vojaško skupino za vodenje (PVSV) na visoki ravni, ki jo podpira politično-vojaška delovna skupina (PVDS) na štabni ravni.
Obe skupini imata pravico, da izdelata vsaka svoj notranji pravilnik o delu in svoje delovne postopke.
b. VLOGA
(1) Politično-vojaška skupina za vodenje
PVSV določa pogoje, pod katerimi je mogoče uporabiti VSKV, in pogoje za operativno uporabo in razporeditev VSKV.
Poleg tega PVSV zagotavlja pogodbenicam skupne informacije in usklajevanje glede vseh zadev, ki se nanašajo na VSKV.
Za PVSV velja predvsem naslednje:
– njeno delo usklajuje predsednik, ki se menjava letno in vsakokrat predstavlja drugo pogodbenico, imenujejo pa ga pogodbenice;
– njena naloga je izvajati odločitve vlad, tako da bo pripravljala in izdajala navodila poveljniku VSKV;
– odobrava cilje usposabljanja in logistike, letni načrt aktivnosti usposabljanja in vse dokumente, povezane z VSKV;
– odloča o aktiviranju VSKV zaradi usposabljanja ali ob morebitni operaciji.
(2) Politično-vojaška delovna skupina
PVDS po potrebi zagotavlja podporo PVSV, ki vključuje:
– dajanje priporočil PVSV glede nalog VSKV;
– dodelitev osebja za izdajanje navodil za PVSV, ki se posredujejo poveljniku VSKV po za to določeni liniji poveljevanja;
– delovanje kot osrednje mesto za razpravo in priporočila glede razvoja VSKV;
– pripravo sestankov.
Naloge delovne skupine so predvsem:
– proučevati z VSKV povezane probleme, ki so v pristojnosti nacionalnih štabov;
– presojati utemeljenost predlogov, ki jih daje poveljnik VSKV;
– pošiljati PVSV vprašanja, ki so v njeni pristojnosti;
– pripraviti navodila za uporabo VSKV znotraj področij, ki jih zadevajo ali pa na podlagi navodil, ki jih izda PVSV.
c. SESTAVA
(1) Politično-vojaška skupina za vodenje
PVSV zastopa pogodbenice in vključuje predstavnike obrambnih in zunanjih ministrstev.
(a) Italijanski del skupine
Ta del obsega:
– načelnika obrambnega generalštaba ali njegovega zastopnika;
– direktorja za politične zadeve (z Ministrstva za zunanje zadeve) ali njegovega zastopnika.
(b) Madžarski del skupine
Ta del obsega:
– načelnika generalštaba ali njegovega zastopnika;
– namestnika državnega sekretarja (z Ministrstva za obrambo) ali njegovega zastopnika;
– namestnika državnega sekretarja (z Ministrstva za zunanje zadeve) ali njegovega zastopnika.
(c) Slovenski del skupine
Ta del obsega:
– načelnika generalštaba ali njegovega zastopnika;
– državnega sekretarja (z Ministrstva za obrambo) ali njegovega zastopnika;
– državnega sekretarja (z Ministrstva za zunanje zadeve) ali njegovega zastopnika.
Med krizo poteka posvetovanje med pogodbenicami v skladu z državnimi postopki. Sestava PVSV je zato glede na razmere lahko tudi drugačna.
(2) Politično-vojaška delovna skupina
PVDS obsega predstavnike obrambnih in zunanjih ministrstev in predstavnike obrambnega generalštaba in generalštaba kopenske vojske.
(a) Italijanski del skupine
Ta del obsega:
– predstavnika Ministrstva za zunanje zadeve;
– predstavnike obrambnega generalštaba;
– predstavnike generalštaba kopenske vojske.
(b) Madžarski del skupine
Ta del obsega:
– predstavnika Ministrstva za obrambo;
– predstavnika Ministrstva za zunanje zadeve;
– predstavnike generalštaba;
– predstavnike štaba kopenske vojske.
(c) Slovenski del skupine
Ta del obsega:
– predstavnika Ministrstva za obrambo;
– predstavnika Ministrstva za zunanje zadeve;
– predstavnike generalštaba.
Kadar PVDS razpravlja o izključno vojaških zadevah, se lahko sestane tudi brez predstavnikov ministrstev za zunanje zadeve v sestavi, ki se imenuje vojaška delovna skupina (VDS).
(d) Sekretariat
Sekretariat pri PVDS, ki ga zagotovijo in imenujejo pogodbenice in katerega delo usklajuje vodja sekretariata ter se menjava letno in vsakokrat predstavlja drugo pogodbenico, prav tako in v skladu s potrebami zagotavlja podporo PVSV.
Njegove dolžnosti so:
– izvajanje potrebnih administrativnih ukrepov pri pripravljanju sestankov PVSV in PVDS in udeležba na teh sestankih zaradi zagotovitve administrativne podpore;
– izdelava in razdelitev dnevnega reda udeležencem pred vsakim sestankom;
– izdelava zapisnikov sestankov kot zahtevano;
– priprava dokumentacije za PVSV in PVDS in po potrebi njena razdelitev.
Poveljnik VSKV lahko sodeluje oz. je lahko zastopan v PVSV in v PVDS. Poleg tega je mogoče pritegniti strokovnjake, da svetujejo na področjih posebnega pomena.
d. SESTANKI
(1) Politično-vojaška skupina za vodenje
PVSV se sestane načeloma enkrat letno oziroma v skladu z zahtevami ene ali več pogodbenic.
(2) Politično-vojaška delovna skupina
PVDS se sestane po potrebi ali pa, kadar bo to zahtevala ena ali več pogodbenic.
Odločitve in priporočila, ki zadevajo VSKV, se sprejemajo v obeh skupinah soglasno.
2. ČLEN
SESTAVA VSKV IN POSTOPKI AKTIVIRANJA
a. Raven/vrsta sil in organizacijska načela
Raven, ki je določena za VSKV, je brigada.
Glede na geografska območja, na katerih po pričakovanju delujejo VSKV in vrsto nalog, je bila zanje določena osnovna konfiguracija lahkih oboroženih sil, ki bi bile še posebej primerne za delovanje na operativnih vojskovališčih, za katera so značilni neravno zemljišče, težavna tla ali tla, ki omogočajo le počasno gibanje, in težke vremenske razmere.
Organizacijski koncept predvideva poveljniško in nadzorno (C2) temeljno komponento, ki ju da na razpolago vodilna država (ITALIJA).
Poleg strukture C2 Italija zagotovi tudi bojno podporo in bojno delovanje.
b. Operativni koncept
VSKV morajo biti sposobne:
– izvajati naloge, opredeljene v 1. členu sporazuma;
– vključiti se v druge sile, če so dane na razpolago organizacijam, kot so NATO, ZEU ali druge »ad hoc« koalicijske sile;
– se brez težav in hitro premeščati;
– biti samozadostne do neke mere.
Izvajanje zgoraj omenjenih nalog ne sme ogroziti udeleževanja enot VSKV pri rednih obrambnih nalogah.
Ker je le težko uskladiti potrebo, da se doseže zahtevana operativna pripravljenost, s težavami, ki ovirajo vzpostavitev stalnega integriranega instrumenta, se pogodbenice dogovorijo, da je treba razločevati dejavnosti v dve ločeni obdobji:
(1) Neaktivirane sile
– Madžarska in Slovenija na stalni osnovi pošljeta vsaka po dva (2) častnika v poveljstvo brigade vodilne države;
– organizirajo se občasni večstranski sestanki med poveljstvi enot, ki jih prispeva vsaka država v VSKV;
– študijska obdobja, obiski in vaje se izvajajo tudi s pomočjo izmenjave enot (študijska obdobja, štabna vaja /CPX/ in vaja enot in poveljstev / LIVEX/);
– operacije se načrtujejo na podlagi navodil za načrtovanje;
– enote, določene za udeležbo v VSKV, ostajajo podrejene svojim nacionalnim poveljstvom.
(2) Aktivirane sile
– štab brigade vodilne države postane večnacionalen; natančneje Italija prispeva približno 60 % položajev v štabu, Slovenija in Madžarska pa vsaka po 20 %;
– enote, izbrane med za to predvidenimi enotami, so po prenosu pristojnosti (TOA) pod operativnim nadzorom (OPCON)* poveljnika VSKV;
– Madžarska in Slovenija pošljeta vsaka po enega častnika za zvezo v poveljstvo gorskih enot, imenovano “gorsko poveljstvo”.**
c. Organizacijski koncept
Za izvedbo operativnega koncepta morajo pogodbenice določiti sestavne enote/elemente, ki se kasneje ustrezno povezujejo in združujejo z namenom oblikovanja VSKV.
Predvsem je treba dati na razpolago štiri (4) komponente:
(1) Komponenta poveljevanja, nadzora in zvez
Štab brigade VSKV vsebuje: italijansko brigadno poveljstvo in za stalno po dva častnika iz vsake druge pogodbenice.
Eden od teh častnikov je odgovoren za usklajevanje večnacionalnih dejavnosti na področjih obveščevalne dejavnosti, usposabljanja in operacij, medtem ko se drugi ukvarja z vsemi stvarmi, ki zadevajo logistiko, vključno s sanitetno podporo.
Po aktiviranju VSKV postane brigadno poveljstvo večnacionalno z vključitvijo slovenskega in madžarskega osebja v vse njegove celice.
Predvsem morata Slovenija in Madžarska zagotoviti:
– namestnika poveljnika VSKV, ki deluje kot višji nacionalni predstavnik (polkovnik);
– častnike, ki vodijo G2 in G5 ter jih vsako leto izmenoma prispevata Madžarska in Slovenija.
Odvisno od vrste naloge in organizacije sil je mogoče vključiti specialiste iz naslednjih celic: ognjena podpora, premičnost, oviranje premikov, 3. dimenzija, civilno-vojaško sodelovanje, psihološka podpora, pravno svetovanje, obveščanje javnosti in načelnik vojaške policije.
Brigada vodilne države da na razpolago tudi podporni bataljon brigadnega poveljstva, vključno s četo za zveze; ta četa bo sicer zadržala svoje nacionalne značilnosti, vendar bo ob tem vsebovala tudi elemente drugih pogodbenic, da zagotovi povezljivost zvez.
Poleg tega mora biti pri operacijah aktiviran odred vojaške policije z elementi iz vseh pogodbenic.
(2) Bojne sile
VSKV temeljijo na treh (3) pehotnih/mehaniziranih polkih/bataljonih, po enem za vsako pogodbenico; po potrebi so lahko v določenih primerih okrepljeni z mehaniziranimi/oklepnimi enotami.
(3) Bojna podpora
Vsebuje en artilerijski polk in eno inženirsko četo, obe da na razpolago Italija. Lahko je vključena tudi enota vojaškega letalstva, če tako zahteva vrsta naloge.
(4) Zagotovitev bojnega delovanja
Zagotavljata ga logistični bataljon in sanitetna enota, oba italijanska. Vendar pa morajo te enote obsegati take elemente nacionalne podpore (ENP), ki jih prispevajo pogodbenice, kakršni so potrebni za oskrbo vsakega nacionalnega dela skupine z logistično in sanitetno podporo, za kakršno so posamezne države pristojne.
Logistično podporo zagotovijo dejanske sile/osebje podrejenih enot, ki pri tem uporabijo svoje nacionalne vire ter lokalne zmogljivosti za nabavo in oskrbo.
Vsaka država sama odgovarja za načrtovanje in umik sil.
d. Aktiviranje VSKV
VSKV so stalne vnaprej sestavljene sile na poziv; zato v skladu z informacijami, ki jih prejmejo štabi pogodbenic, poveljnik predvidene brigade vodilne države vodi ažuriran seznam enot, ki so dane na razpolago za VSKV in ki jih v ta namen periodično določa vsaka pogodbenica.
Pogodbenice predvsem preskrbijo določene enote za vsako aktiviranje VSKV bodisi zaradi usposabljanja ali v operativne namene, sestava sil pa je odvisna od njihove konkretne naloge.
Vsaka pogodbenica je povsem svobodna pri odločanju o udeležbi svojih enot v VSKV.
VSKV delujejo kot celota tako med vojaškimi vajami kakor tudi med operacijami, bodisi da so te sile uporabljene v okviru kake mednarodne organizacije (NATO, ZEU ali kake druge organizacije) ali pa samostojno. Linijo poveljevanja in nadzorovanja VSKV skupaj določijo pristojne državne oblasti v odvisnosti od konkretnega načina uporabe teh sil.
V vsakem primeru se poveljstvo gorskih enot imenuje “gorsko poveljstvo”.
Glavni koraki aktiviranja VSKV pri odzivu na resno krizo so:
– po prejemu ustreznega političnega pooblastila pristojnih državnih oblasti mora politično-vojaška skupina za vodenje (PVSV) prek za to določenega poveljstva operacije (COPER) dostaviti vojaško-politične smernice za vključitev VSKV;
– v skladu s politično-vojaškimi smernicami, ki jih da PVSV, in v skladu z operativnimi načrti in povelji, ki jih da za to določeno poveljstvo operacije (COPER), poveljstvo brigade vodilne države pripravi ali ustrezno dopolni dokumente za operativno delovanje (CONOPS), potrebne za konkretno nalogo, in jih posreduje PVSV prek poveljstva operacije (COPER) in PVDS; slednji potrdi razpoložljivost predvidenih oboroženih sil in priloži svoje opombe, če jih ima;
– PVSV odobri dokumente za operativno delovanje (CONOPS) in sestavo VSKV in izda smernice za operacijo v obliki ustreznih navodil;
– poveljnik brigade vodilne države pripravi sporočilo z zahtevkom za oblikovanje sil za pristojne državne oblasti, ki nanj odgovorijo s sporočilom z odgovorom za oblikovanje sil, v katerem določijo enote, ki jih dajejo na razpolago;
– pogodbenice pošljejo okrepitve v poveljstvo brigade; po prenosu pooblastil (TOA) preidejo enote, ki predstavljajo okrepitve, pod operativno usmerjanje (OPCON) poveljnika brigade;
– VSKV se aktivirajo in poveljnik brigade postane poveljnik VSKV; na tem položaju izdaja ustrezna navodila in ukaze za izvajanje operacij.
VSKV se usposabljajo na podlagi odobrenih letnih načrtov; zanje je odgovorna VDS in jih usklajuje z ustreznimi državnimi vojaškimi oblastmi.
3. ČLEN
KONČNE DOLOČBE
a. Razne finančne vidike, vprašanja, ki zadevajo izmenjavo osebja, in druge administrativne podrobnosti urejajo posebni ločeni tehnični dogovori.
b. Dogovor začne veljati z dnem prejema zadnjega obvestila pogodbenic, da so izpeljani njihovi notranjepravni postopki.
c. Dogovor se lahko spremeni ob vzajemnem soglasju pogodbenic. Spremembe morajo biti predlagane pisno po diplomatski poti in začnejo veljati v skladu s točko b tega člena.
d. Dogovor velja za nedoločen čas. Katera koli pogodbenica ga lahko odpove s pisnim obvestilom drugima pogodbenicama in dogovor bo prenehal veljati šest mesecev po prejemu obvestila o odpovedi.
V potrditev tega so podpisani predstavniki, ki so jih za to pravilno pooblastile njihove vlade, podpisali ta dogovor.

*OPCON: pooblastilo, dano poveljniku, da usmerja zaupane mu sile, tako da lahko izvede konkretne misije ali naloge, ki so običajno omejene glede na namen, čas ali kraj, da razporedi zadevne enote in da zadrži ali prenese na druge osebe taktični nadzor nad temi enotami. Ne vsebuje pooblastila za povsem ločeno (neodvisno) uporabo komponent zadevnih enot. Tudi samo po sebi ne vsebuje administrativnega ali logističnega nadzora. (AAP – 6 (U).
**Gorsko poveljstvo je odgovorno za zagotavljanje tako izvršilnih kot tudi štabnih funkcij pri razporejanju, oskrbovanju in prerazporejanju VSKV.
3. člen
Za izvajanje dogovora skrbi Ministrstvo za obrambo.
4. člen
Ta uredba začne veljati naslednji dan po objavi v Uradnem listu Republike Slovenije – Mednarodne pogodbe.
