O RAZGLASITVI ZAKONA O RATIFIKACIJI SPORAZUMA MED VLADO REPUBLIKE SLOVENIJE IN VLADO REPUBLIKE CIPER O SODELOVANJU V KULTURI, IZOBRAŽEVANJU IN ZNANOSTI (BCYKIZ)
Razglašam Zakon o ratifikaciji Sporazuma med Vlado Republike Slovenije in Vlado Republike Ciper o sodelovanju v kulturi, izobraževanju in znanosti (BCYKIZ), ki ga je sprejel Državni zbor Republike Slovenije na seji 10. maja 2000.

O RATIFIKACIJI SPORAZUMA MED VLADO REPUBLIKE SLOVENIJE IN VLADO REPUBLIKE CIPER O SODELOVANJU V KULTURI, IZOBRAŽEVANJU IN ZNANOSTI (BCYKIZ)
1. člen
Ratificira se Sporazum med Vlado Republike Slovenije in Vlado Republike Ciper o sodelovanju v kulturi, izobraževanju in znanosti, podpisan 21. januarja 1999 v Ljubljani.
2. člen
Sporazum se v izvirniku v slovenskem in angleškem jeziku glasi:*
S P O R A Z U M
MED VLADO REPUBLIKE SLOVENIJE IN VLADO REPUBLIKE CIPER O SODELOVANJU V KULTURI, IZOBRAŽEVANJU IN ZNANOSTI
Vlada Republike Slovenije in Vlada Republike Ciper (v nadaljevanju “pogodbenici”) sta se
V ŽELJI spodbujati in razvijati sodelovanje med svojima državama v kulturi, izobraževanju in znanosti,
V PREPRIČANJU, da bo takšno sodelovanje pripomoglo k medsebojnemu razumevanju in h krepitvi odnosov med njunima državama,
ODLOČENI spoštovati načela helsinške Sklepne listine Konference o varnosti in sodelovanju v Evropi, Pariške listine za novo Evropo in Dunajske deklaracije Sveta Evrope,
dogovorili, kot sledi:
1. člen
Pogodbenici spodbujata in omogočata sodelovanje med kulturnimi, izobraževalnimi in znanstvenimi institucijami svojih držav. Spodbujata in podpirata tudi razširjanje svojih jezikov in kultur.
2. člen
(a) Pogodbenici podpirata izmenjavo umetnikov in strokovnjakov za likovno umetnost, gledališče, glasbo, ples, film, radio in televizijo, književnost, knjižnice in muzeje.
(b) Pogodbenici spodbujata sodelovanje med svojimi arhivi z izmenjavo publikacij, mikrofilmov, kopij dokumentov ob upoštevanju ustreznih predpisov, veljavnih v vsaki državi.
3. člen
(a) Pogodbenici spodbujata sodelovanje pri ohranjanju svoje kulturne dediščine ter podpirata in spodbujata izmenjave za ohranjanje okolja.
(b) Pogodbenici tudi spodbujata izmenjave informacij, publikacij in strokovnjakov v konzervatorstu in varovanju starodavnih spomenikov ter izmenjavo informacij in izkušenj v arheometalurgiji.
(c) Pogodbenici spodbujata sodelovanje na znanstvenih razstavah, seminarjih, konferencah in simpozijih o arheoloških zadevah, organiziranih v svojih državah.
4. člen
Pogodbenici v skladu s svojo notranjo zakonodajo sodelujeta pri preprečevanju nezakonitega trgovanja s kulturnimi dobrinami.
5. člen
Pogodbenici podpirata izmenjavo univerzitetnih učiteljev, študentov, znanstvenikov in strokovnjakov. V skladu s svojimi sredstvi tudi podeljujeta štipendije za študij in specializacijo raziskovalcem in študentom druge pogodbenice.
6. člen
V skladu s svojima notranjima zakonodajama pogodbenici proučita potrebne pogoje za vzajemno priznanje strokovnih in znanstvenih naslovov.
7. člen
Sodelovanje v znanosti, raziskovanju in tehnologiji ureja poseben sporazum, če se pogodbenici tako dogovorita.
8. člen
(a) V ta namen pogodbenici na podlagi vzajemne koristi spodbujata in olajšujeta izmenjave in sodelovanje v teoretičnih in uporabnih znanostih ter zagotavljata ustrezne možnosti za stike med znanstvenimi institucijami in organizacijami, raziskovalnimi inštituti, univerzami in drugimi visokošolskimi institucijami, znanstveniki, raziskovalci in strokovnjaki svojih držav; spodbujata tudi skupne dejavnosti na specializiranih področjih in v temah v skupnem interesu.
(b) Da bi razvili in razširili znanstveno sodelovanje, pogodbenici med drugim olajšujeta:
i. obiske, študijska potovanja in posvetovanja raziskovalcev, znanstvenikov in drugih strokovnjakov,
ii. skupno izdelavo in izvedbo raziskovalnih programov in projektov ter izmenjavo njihovih izidov,
iii. organizacijo skupnih tečajev, konferenc in simpozijev,
iv. izmenjavo avdiovizualnega znanstvenega gradiva,
v. organizacijo znanstvenih razstav in prikazov,
vi. izmenjavo znanstvene literature, dokumentacije in informacij.
9. člen
Pogodbenici spodbujata sodelovanje med svojimi športnimi organi. Podrobnosti se določijo v neposrednih stikih med omenjenimi organi.
10. člen
Pogodbenici spodbujata sodelovanje in izmenjave med mladimi in med mladinskimi organizacijami svojih držav.
11. člen
Pogodbenici spodbujata sodelovanje na področju javnih občil z neposrednimi stiki med tiskovnimi organizacijami in založniki ter z izmenjavo novinarjev in dopisnikov med državama.
12. člen
Pogodbenici spodbujata sodelovanje med državnimi časopisnimi agencijami.
13. člen
Pogodbenici v skladu s predpisi in zakoni, ki veljajo na njunih ozemljih, dajeta vse možne olajšave za vstop, izstop in bivanje oseb in za uvoz gradiva in opreme, potrebnih za uresničevanje programov ali izmenjav, dogovorjenih v skladu s tem sporazumom.
14. člen
(a) Za uresničevanje tega sporazuma pogodbenici ustanovita Skupni odbor, oblikovan na podlagi enakosti, ki bo proučil vsa vprašanja, ki bi se lahko pojavila pri kulturnem, izobraževalnem in znanstvenem sodelovanju med pogodbenicama.
(b) Skupni odbor se sestaja po potrebi, izmenično v Sloveniji in na Cipru. Sestanki se dogovorijo po diplomatski poti.
15. člen
(a) Ta sporazum začne veljati na dan izmenjave not o izpolnitvi vseh potrebnih notranjepravnih postopkov.
(b) Ta sporazum ostane v veljavi pet let. Nato se samodejno obnavlja za nadaljnje obdobje petih let, razen če ga katera od pogodbenic pisno ne odpove po diplomatski poti šest mesecev pred iztekom katerega koli takšnega obdobja.
(c) V primeru odpovedi tega sporazuma bo vsak program izmenjave in vsak projekt, ki je bil začet na podlagi tega sporazuma in še vedno poteka, ostal v veljavi, dokler ne bo dokončan.
(d) Z dnem začetka veljavnosti tega sporazuma v odnosih med Republiko Slovenijo in Republiko Ciper preneha veljati Konvencija med Vlado Socialistične federativne republike Jugoslavije in Vlado Republike Ciper o sodelovanju v izobraževanju, znanosti in kulturi ter tehničnem sodelovanju, podpisana 12. novembra 1969.
V POTRDITEV TEGA sta podpisana, ki sta pravilno pooblaščena, podpisala ta sporazum.
Sestavljeno v Ljubljani dne 21. januarja 1999 v dveh izvirnikih v slovenskem, grškem in angleškem jeziku. Ob razlikah v razlagi prevlada besedilo v angleškem jeziku.

A G R E E M E N T
BETWEEN THE GOVERNMENT OF THE REPUBLIC OF SLOVENIA AND THE GOVERNMENT OF THE REPUBLIC OF CYPRUS ON COOPERATION IN THE FIELDS OF CULTURE, EDUCATION AND SCIENCE
The Government of the Republic of Slovenia and the Government of the Republic of Cyprus (hereinafter referred to as “the Contracting Parties”),
DESIROUS of encouraging and developing cooperation between the two countries in the fields of culture, education and science,
CONVINCED that souch cooperation will contribute to mutual understanding and enhancement of relations between the two countries,
RESOLVED to respect the principles of the Helsinki Final Act of the Conference on Security and Cooperation in Europe, Paris Charter for a New Europe and the Vienna Declaration of the Council of Europe,
Have agreed as follows:
Article 1
The Contracting Parties shall encourage and make possible cooperation between cultural, educational and scientific institutions of both countries. They shall also encourage and promote the spread of their respective languages and cultures.
Article 2
(a) The Contracting Parties shall support exchanges of artists and experts in the fields of fine arts, theatre, music, dance, film, radio and television, literature, libraries, and museums.
(b) The Contracting Parties shall encourage cooperation between their archive institutions, through the exchange of publications, microfilms, copies of documents, subject to the relevant regulations in force in each country.
Article 3
(a) The Contracting Parties shall encourage cooperation in preserving their cultural heritage, and shall support and encourage exchanges in the field of conservation of the environment.
(b) The Contracting Parties shall also encourage exchanges of information, publications and experts in the fields of conservation and protection of ancient monuments, as well as exchanges of information and experience in the field of archaeometallurgy.
(c) The Contracting Parties shall encourage participation in scientific exhibitions, seminars, conferences and symposia on archaeological matters organised in their respective countries.
Article 4
The Contracting Parties shall, in accordance with their domestic legislations, cooperate in preventing illicit trafficking of cultural properties.
Article 5
The Contracting Parties shall support exchange of university teachers, students, scientists and experts. They shall also, within the limits of their means, grant scholarships for study and specialised training to researchers and students of the other Contracting Party.
Article 6
The Contracting Parties shall, in accordance with their domestic legislations, examine necessary conditions for the mutual recognition of academic titles.
Article 7
Cooperation in the field of science, research and technology shall be regulated by a special agreement, should the Contracting Parties agree so.
Article 8
(a) To this end the Contracting Parties shall encourage and facilitate, on the basis of mutual benefit, exchanges and cooperation in the fields of theoretical and applied sciences and provide appropriate opportunities for contacts between scientific institutions and organisations, research institutes, universities as well as other institutions of higher education, scholars, researchers and experts of the two countries; they shall also encourage joint activities in specialised areas and topics of common interest.
(b) In order to develop and promote scientific cooperation, the Contracting Parties shall facilitate, inter alia:
i. Visits, study trips and consultations of researchers, scientists and other experts,
ii. Joint elaboration and implementation of research programmes and projects and exchange of the results thereof,
iii. Organisation of joint courses, conferences and symposia,
iv. Exchange of audiovisual material of scientific nature,
v. Organisation of scientific exhibitions and displays,
vi. Exchange of scientific literature, documentation and information.
Article 9
The Contracting Parties shall encourage cooperation between their respective sports authorities. Details shall be decided upon through direct contacts between the above mentioned authorities.
Article 10
The Contracting Parties shall encourage cooperation and exchanges between the young and between youth organisations of the two countries.
Article 11
The Contracting Parties shall encourage cooperation in the field of mass media through direct contacts between press organisations and publishers, as well as through the exchange of journalists and press correspondents between the two countries.
Article 12
The Contracting Parties shall encourage the cooperation between their states news agencies.
Article 13
The Contracting Parties shall, in accordance with regulations and laws in force in their respective territories, grant all conceivable concessions for the entry, departure and stay of persons and for the import of materials and equipment necessary for the implementation of programmes or exchanges agreed in accordance with the present Agreement.
Article 14
(a) For the purpose of implementation of the present Agreement, the Contracting Parties shall establish a Joint Committee formed on a parity basis which will examine all issues which may arise in the field of cultural, educational and scientific cooperation between the Contracting Parties.
(b) The Joint Committee shall meet whenever deemed necessary, alternatively in Slovenia and Cyprus. The meetings shall be arranged through the diplomatic channels.
Article 15
(a) This Agreement shall enter into force on the day of the exchange of notes to the effect that all necessary internal legal procedures have been fulfilled.
(b) This Agreement shall remain in force for a period of five years. It shall thereafter be automatically renewed for a successive period of five years, unless denounced in writing through diplomatic channels by either Contracting Party six months prior to the expiry of any one period.
(c) In case of termination of the present Agreement, any programme of exchange and project initiated on the basis of this Agreement, and still in progress, will remain valid until its completion.
(d) From the date this Agreement enters into force, the Convention between the Government of the Socialist Federal Republic of Yugoslavia and the Government of the Republic of Cyprus on Educational, Scientific, Cultural and Technical Co-operation signed on November 12, 1969, shall cease to be in force in the relations between the Republic of Slovenia and the Republic of Cyprus.
IN WITNESS WHEREOF, the undersigned, being duly authorised, have signed this Agreement.
Done at Ljubljana this 21st day of January, 1999 in two originals in the Slovene, Greek and English languages. In case of differences in interpretation, the text in the English language shall prevail.

3. člen
Za izvajanje sporazuma skrbijo Ministrstvo za zunanje zadeve, Ministrstvo za kulturo, Ministrstvo za šolstvo in šport in Ministrstvo za znanost in tehnologijo.
4. člen
Ta zakon začne veljati naslednji dan po objavi v Uradnem listu Republike Slovenije – Mednarodne pogodbe.
