Na podlagi petega odstavka 75. člena Zakona o zunanjih zadevah (Uradni list RS, št. 113/03 – uradno prečiščeno besedilo in 20/06 – ZNOMCMO) izdaja Vlada Republike Slovenije

Ratificira se Tehnični sporazum med Ministrstvom za obrambo Republike Slovenije in Ministrstvom za obrambo Republike Madžarske o sodelovanju na področju vojaške geografije in izmenjavi vojaškega geografskega gradiva in podatkov, podpisan v Lendavi 17. oktobra 2007.

Besedilo sporazuma se v izvirniku v slovenskem in angleškem jeziku glasi(*):

V duhu Sporazuma med Vlado Republike Slovenije in Vlado Republike Madžarske o obrambnem in vojaškem sodelovanju, podpisanem 5. oktobra 1998 v Misefi na Madžarskem,
ob upoštevanju določb »Sporazuma med pogodbenicami Severnoatlantske pogodbe glede statusa njihovih sil«, ki je bil podpisan v Londonu 19. junija 1951 (NATO SOFA),
ta tehnični sporazum zajema dogovore o sodelovanju in izmenjavi vojaškega geografskega gradiva in podatkov med

v nadaljnjem besedilu: pogodbenika.

Namen tega tehničnega sporazuma je nadaljnje sodelovanje med pogodbenikoma na področju vojaške geodezije, vojaške kartografije in geodezije, vojaške geografije in geomatike s temi cilji:
– izvajanje geoprostorske politike Nata in določb dokumenta MC 296,
– izboljšanje zmožnosti pogodbenikov za zagotavljanje vojaške geografske podpore njunim oboroženim silam,
– izogibanje podvajanju pri izdelavi geografskega gradiva in pridobivanju podatkov,
– izključevanje plačil za izmenjano geografsko gradivo in podatke.

Na podlagi tega tehničnega sporazuma lahko pogodbenika izmenjata:
– topografske in letalske karte,
– geodetske podatke,
– digitalne geografske podatke,
– informacije o stanju obstoječe in načrtovane izdelave,
– tehnične publikacije in poročila,
– dodatno gradivo in informacije skladno z dogovorom od primera do primera.

1. Izmenjavo vojaškega geografskega gradiva in podatkov, ki jih zajema ta tehnični sporazum, bosta zagotavljala Sektor za civilno obrambo Ministrstva za obrambo Republike Slovenije in Geoinformacijska služba Madžarskih obrambnih sil (prilogi A in B).
2. Izvedbene določbe tehničnega sporazuma bodo upoštevale obstoječe zmožnosti obeh pogodbenikov (razpoložljivost opreme, osebje, zmogljivost ter finančni viri).

1. Namen pogodbenikov je, da se vse dejavnosti po tem tehničnem sporazumu in njegovih prilogah opravljajo brez stopnje tajnosti. Če bi se pokazala potreba po zagotavljanju, izmenjavi ali pripravi tajnih podatkov in gradiva med pogodbenikoma, so postopki za upravljanje s takimi tajnimi podatki in gradivom usklajeni z Natovo varnostno politiko in spremljajočimi direktivami C-M(2002)49 in veljavnim sporazumom o varstvu zaupnih obrambnih informacij in sredstev, ki je sklenjen med vladama pogodbenikov.
2. Pri izmenjavi geografskega gradiva in podatkov se pogodbenik prejemnik zavezuje, da bo upošteval vse omejitve, ki jih določi pogodbenik pošiljatelj glede razmnoževanja, kopiranja, tiskanja, avtorskih pravic, ter vse omejitve glede dostopa ter uporabljal varnostne predpise, ki jih določi pogodbenik pošiljatelj.
3. Izmenjano vojaško geografsko gradivo in podatki se uporabljajo izključno za obrambne naloge obeh držav. Za izjeme je potrebna predhodna pisna odobritev pogodbenika pošiljatelja.
4. Za razširjanje vojaškega geografskega gradiva in podatkov, celo njihovih delov ali izvlečkov, ki jih pogodbenik pošlje drugemu za namene, ki niso predvideni v 1. členu, je potrebno predhodno pisno dovoljenje pogodbenika pošiljatelja.

1. Izmenjava vojaškega geografskega gradiva in podatkov lahko poteka na ustaljen način (knjižnični izvodi) ali na podlagi zaprosila.
2. Redna izmenjava vojaškega geografskega gradiva in podatkov, navedenih v prilogah k temu tehničnemu sporazumu, je brezplačna. Stroške pošiljanja poravna pogodbenik pošiljatelj.
3. Pogodbenika se dogovorita, da bosta soglasno vzpostavila obračunske postopke za vojaško geografsko gradivo in podatke ter podatke, izmenjane na podlagi zaprosila, zaradi zagotavljanja uravnotežene izmenjave.
4. Pogodbenika bosta letno ovrednotila rezultate dejavnosti, opravljene na podlagi tega tehničnega sporazuma, da bi ugotovila, ali je bila dosežena dokazljiva uravnoteženost izmenjanega gradiva/podatkov/informacij med njima. Šteje se, da je uravnoteženo izvajanje tega tehničnega sporazuma doseženo takrat, ko pogodbenika izrazita svoje zadovoljstvo, ker rezultati skupnih programov ustrezno izpolnjujejo vojaške geografske zahteve njunih oboroženih sil.
5. Pri presoji, ali je bila dosežena uravnoteženost, kot je opredeljeno v četrtem odstavku 5. člena tega tehničnega sporazuma, se za osnovo uporabijo skupni rezultati vseh opravljenih dejavnosti. Če se pri letnem vrednotenju pogodbenika ne strinjata, da je bila dosežena uravnoteženost, se določi ukrep za odpravo neuravnoteženosti. Neuravnoteženost se ne sme prenašati v naslednje obdobje. Neuravnoteženost se na podlagi medsebojnega dogovora odpravi z dodatnim zagotavljanjem izdelkov, storitev ali druge podpore. Plačila za izmenjano vojaško geografsko gradivo in informacije niso mogoča.

Pogodbenika soglašata, da bosta vse medsebojne odškodninske zahtevke in zahtevke v zvezi z odškodninsko odgovornostjo urejala v skladu z 8. členom NATO SOFA.

1. Ta tehnični sporazum in njegove priloge ostanejo veljavne, dokler ga pogodbenika sporazumno ne odpovesta oziroma dokler ga en pogodbenik pisno ne odpove s šestmesečnim odpovednim rokom. V obeh primerih se še naprej uporablja 4. člen tega tehničnega sporazuma.
2. Ta tehnični sporazum in njegove priloge se lahko spremenijo pisno na podlagi medsebojnega soglasja pogodbenikov v skladu z 8. členom.

1. Ta tehnični sporazum in njegove priloge začnejo veljati z dnem, ko pogodbenika drug drugega obvestita, da so končani vsi notranjepravni postopki. Ta tehnični sporazum se začasno uporablja od dneva podpisa.
2. Ta sporazum je sestavljen v dveh izvirnikih v slovenskem, angleškem in madžarskem jeziku, pri čemer so vsi enako verodostojni. Pri razlikah v razlagi prevlada različica v angleškem jeziku.
Sestavljeno v Lendavi dne 17. oktobra 2007.

1 Namen
Namen te priloge je določitev postopkov za izvajanje Tehničnega sporazuma med Ministrstvom za obrambo Republike Slovenije in Ministrstvom za obrambo Republike Madžarske o sodelovanju na področju vojaške geografije in izmenjavi vojaškega geografskega gradiva in podatkov glede izmenjave topografskih kart, geodetskih podatkov, digitalnih podatkov ter ustreznega vojaškega geografskega gradiva. Izvajalski organizaciji sta Sektor za civilno obrambo za Republiko Slovenijo in Geoinformacijska služba Madžarskih obrambnih sil (Magyar Honvédség Geoinformációs Szolgálat) za Republiko Madžarsko. Pri uresničevanju tega skupnega cilja omenjeni organizaciji soglašata, da bosta ravnali v skladu z načeli, obveznostmi in postopki, določenimi v tej prilogi.
2 Gradivo, ki se izmenjava
Vojaške geografske informacije, katerih imetnica pravic je tretja država ali razširjanje katerih ni mogoče zaradi nacionalnih interesov, ne spadajo med gradivo, ki se izmenjava.
2.1 Redna izmenjava
Pogodbenik bo drugemu pogodbeniku samodejno zagotovil knjižnične izvode topografskih in letalskih kart ter ustrezno gradivo.
2.1.1 Sektor za civilno obrambo bo zagotavljal Geoinformacijski službi Madžarskih obrambnih sil najnovejše izdaje:
2.1.1.1 knjižnične izvode listov za ozemlje Republike Slovenije, katerih imetnik pravic je Ministrstvo za obrambo Republike Slovenije:
– Državna topografska karta Republike Slovenije 1 : 25 000 za potrebe obrambe, 198 listov, vsak list po 5 izvodov,
– Vojaška topografska karta Republike Slovenije 1 : 25 000, 190 listov, vsak list po 5 izvodov,
– Vojaška topografska karta Republike Slovenije 1 : 50 000, 58 listov, vsak list po 5 izvodov,
– Vojaška topografska karta Republike Slovenije 1 : 100 000, 16 listov, vsak list po 5 izvodov,
– Pregledna karta uprav za obrambo z izpostavami 1 : 250 000, 5 izvodov,
– letno: Katalog kartografskega gradiva Ministrstva za obrambo Republike Slovenije.
2.1.2 Geoinformacijska služba Madžarskih obrambnih sil bo Sektorju za civilno obrambo zagotavljala najnovejše izdaje:
2.1.2.1 knjižnične izvode listov za ozemlje Republike Madžarske, katerih imetnica pravic je Geoinformacijska služba Madžarskih obrambnih sil:
– topografska karta Madžarske 1 : 50 000, 319 listov, vsak list po 5 izvodov,
– JOG (Joint Operations Graphics) (A) karte Madžarske 1 : 250 000, 6 listov, vsak list po 5 izvodov,
– JOG (Joint Operations Graphics) (G) karte Madžarske 1 : 250 000, 6 listov, vsak list po 5 izvodov,
– LFC (Low Flying Chart) Madžarske 1 : 500 000, 1 list, 5 izvodov,
– TFC Madžarske 1 : 250 000, 6 listov, vsak list po 5 izvodov;
2.1.2.2 izvode ustreznih tehničnih publikacij, katerih imetnica pravic je Geoinformacijska služba Madžarskih obrambnih sil, s spremembami.
– HU GEOSTAR A, 1 izvod.
2.2 Izmenjava na zaprosilo
2.2.1 Pošiljanje dodatnega gradiva in podatkov
Pogodbenik bo na zaprosilo drugega pogodbenika upošteval pošiljanje dodatnih izvodov topografskih kart, geodetskih podatkov, vojaškega geografskega gradiva, letalskih informacij ter digitalnih vojaških podatkov glede na njihovo razpoložljivost in brez stroškov pošiljanja v breme pogodbenika prosilca.
2.2.2 Obračunavanje
Zagotavljanje gradiva se obračunava, pri čemer se stroški določijo glede na standardno kartografsko enoto (SKE), ki temelji na standardni (56 × 75 cm) topografski karti v petih barvah, kakor je navedeno v nadaljevanju:
– karte majhnega formata (npr. topografske karte v merilu 1 : 50 000, JOG): 1 SKE za izvod,
– karte srednjega formata (npr. TFC): 1,5 SKE za izvod,
– karte velikega formata (npr. LFC): 3 SKE za izvod,
– digitalni geografski podatki: obračunavanje digitalnih geografskih podatkov bo temeljilo na stroških za kopiranje, izraženih v SKE, z medsebojnim soglasjem pogodbenikov.
2.2.3 Podpora večnacionalnim operacijam
Pogodbenika si bosta po potrebi in odvisno od razpoložljivosti pošiljala geografsko gradivo in podatke zaradi pomoči Združenim narodom ali večnacionalnim načrtom za ravnanje v izjemnih razmerah ali operacijam. Kadar se s pripravo gradiva in podatkov ukvarjata oba pogodbenika, med seboj sodelujeta, da se prepreči podvajanje.
3 Večje zaloge
Zagotavljanje večjih količin gradiva iz 1. točke drugega odstavka bo potekalo po sistemu obvestila o nameravanem tiskanju. Pred tiskanjem nove izdaje lista(ov) bo pogodbenik drugega pogodbenika obvestil o tem, kateri€ list€ namerava natisniti, tako da bo ob upoštevanju predvidenega obdobja veljavnosti posameznega(ih) lista(ov) mogoče naročilo večjih količin.
4 Revizije
Zagotavljanje novega(ih) lista(ov) in/ali uradno obvestilo posameznega pogodbenika drugemu pogodbeniku, da je izdelavo serije kart iz 1. točke drugega odstavka treba prekiniti, bo za samodejno posledico imelo spremembo te priloge brez potrebe po ponovnem dogovarjanju.
5 Veljavnost
Ta priloga velja, dokler se pogodbenika ne sporazumeta o njenem prenehanju ali je en pogodbenik ne odpove v skladu s 7. členom tehničnega sporazuma.

1 Namen
Namen te priloge je določitev upravnih postopkov za izvajanje Tehničnega sporazuma med Ministrstvom za obrambo Republike Slovenije in Ministrstvom za obrambo Republike Madžarske o sodelovanju na področju vojaške geografije in izmenjavi vojaškega geografskega gradiva in podatkov in njegovih prilog. Izvajalski organizaciji sta Sektor za civilno obrambo za Republiko Slovenijo in Geoinformacijska služba Madžarskih obrambnih sil (Magyar Honvédség Geoinformációs Szolgálat) za Republiko Madžarsko. Pri uresničevanju tega skupnega cilja omenjeni organizaciji soglašata, da bosta ravnali v skladu z načeli, obveznostmi in postopki, določenimi v tej prilogi.
2 Izpolnjevanje obveznosti v skladu s tehničnim sporazumom
Pogodbenika bosta najpozneje do 31. marca vsako leto izmenjala informacije o stanju skupnih programov, izmenjanega vojaškega geografskega gradiva in zagotovljeni/prejeti tehnični pomoči na dan 31. decembra prejšnjega leta. Nato bosta na sestanku ali dopisno ovrednotila stopnjo izpolnjevanja obveznosti, opredeljenih s tehničnim sporazumom.
3 Pošiljanje gradiva
3.1 Pošiljke vojaškega geografskega gradiva morajo biti jasno označene z napisom v angleškem jeziku: SLOVENIA/HUNGARY Bilateral Agreement Exchange Material – Not Reimbursable (gradivo za izmenjavo po dvostranskem sporazumu SLOVENIJA/MADŽARSKA – nevračljivo).
3.2 Vse vojaško geografsko gradivo in podatki, izmenjani na podlagi tehničnega sporazuma, se pošiljajo z ustrezno dokumentacijo v treh izvodih, pri čemer se en izvod pošlje kot predhodno obvestilo o odpravi, dva izvoda pa kot spremna dokumenta k dejanski pošiljki. Vsem pošiljkam se priloži tudi predračun. Prejem vsega vojaškega geografskega gradiva in podatkov, izmenjanih na podlagi tehničnega sporazuma, se potrdi s podpisom.
3.3 Vojaško geografsko gradivo se bo pošiljalo na naslova:

4 Prednostni vrstni red
4.1 Pogodbenika soglašata, da bosta izpolnjevala zahteve ob upoštevanju tega prednostnega vrstnega reda:
PREDNOST 1: nujno ODPRAVA V 30 DNEH PO PREJEMU ZAPROSILA
PREDNOST 2: redno ODPRAVA V 60 DNEH PO PREJEMU ZAPROSILA
4.2 Če prednostnega vrstnega reda ni mogoče upoštevati, mora biti pogodbenik prosilec o tem nemudoma obveščen. V nujnejših primerih (do 10 dni) stroške pošiljanja poravna pogodbenik prosilec.
5 Veljavnost
Ta priloga velja, dokler se pogodbenika ne sporazumeta o njenem prenehanju ali je en pogodbenik ne odpove v skladu s 7. členom tehničnega sporazuma.

INTRODUCTION
In the spirit of the ‘General Agreement between the Government of the Republic of Slovenia and the Government of the Republic of Hungary in military co-operation, signed in Misefa, Hungary, on the 5th October 1998’,
having regard to the provisions of the ‘Agreement Between the Parties to the North Atlantic Treaty Regarding the Status of Their Forces’ signed in London on 19 June 1951 (NATO SOFA),
this Technical Arrangement covers arrangements for co-operation and the exchange of military geographic materials and data between the

hereinafter referred to as the Parties.

The purpose of this Technical Arrangement is to further the co-operation between the Parties in the fields of military geodesy; military mapping, charting and geodesy; military geography and geomatics with the objectives of:
– implementing the NATO Geographic Policy and the provisions laid down in MC 296 document;
– improving the ability of the Parties to provide military geographic support to their respective armed forces;
– avoiding duplication of efforts in producing military geographic materials and data;
– ruling out payments for the military geographic materials and data exchanged.

Under this Technical Arrangement, the Parties may exchange:
– maps and aeronautical charts;
– geodetic data;
– digital geographic data;
– production planning and production status information;
– technical publications and reports;
– additional materials and information as agreed on a case-by-case basis.

1. The exchange of military geographic materials and data, covered by this Technical Arrangement, will be assured by the Civil Defence Agency of the Ministry of Defence of the Republic of Slovenia and the Geoinformation Service of the Hungarian Defence Forces (Annexes A and B).
2. The implementing regulations of the Technical Arrangement will take account of the existing capabilities of each Party (availability of equipment, personnel, facilities and financial resources).

1. It is the intent of the Parties that all efforts under this Technical Arrangement and its Annexes shall be conducted at the unclassified level. Should it become necessary to provide, exchange or generate classified materials and data between the Parties, procedures for the management of such classified materials and data shall be in accordance with the ‘NATO Security Policy and Supporting Directives C-M(2002)49’ and the Agreement in force on protection of classified information and material in the field of defence concluded between the governments of the Parties.
2. When military geographic materials and data are exchanged, the recipient Party undertakes to observe any restriction(s) imposed by the providing Party with regard to reproduction, duplication, printing, copyright and any limitation(s) of access, and to apply such security protection regulation(s) as prescribed by the providing Party.
3. Military geographic materials and data exchanged shall be used solely for defence tasks of either nation. Exceptions will require a prior written authorization of the providing Party.
4. Dissemination, even in parts or extracts, of military geographic materials and data provided by either Party to the other, for purposes other than those laid down in Article 1, requires a prior written authorization of the providing Party.

1. Military geographic materials and data may be exchanged on a routine basis (library copies) or on request.
2. Routine exchange of military geographic materials and data listed in the Annexes to this Technical Arrangement will be free of charge. The forwarding expenses will be born by the providing Party.
3. The Parties agree to establish by mutual consent accounting procedures for the military geographic materials and data exchanged on request, with the aim of ensuring equity.
4. The Parties will annually evaluate the results of the actions taken under this Technical Arrangement to establish whether a demonstrable balance in terms of the exchanged materials/data/information received by either Party has been attained. Balanced implementation of this Technical Arrangement is considered attained when the Parties declare their satisfaction that the results of the joint programmes adequately meet the military geographic requirements of their respective armed forces.
5. In assessing whether a balance as defined in Article 5 Para 4 of this Technical Arrangement has been attained, the combined results of all activities undertaken shall be used as a basis. If, during the annual evaluation, the Parties cannot agree that a balance has been attained, action to eliminate the imbalance shall be specified; imbalances must not be carried forward. Any imbalance may be compensated as mutually agreed by provision of products, services or other support. Payments for military geographic products and information exchanged are ruled out.

The Parties agree that all claims for damages and liability against the other Party will be settled between the Parties according to Article 8 of the NATO SOFA.

1. This Technical Arrangement and its Annexes will remain in force until terminated by mutual consent or denounced by either of the Parties giving the other a six months notice in writing of its wish to terminate the Technical Arrangement. In either event the provisions laid down in Article 4 of this Technical Arrangement will continue to apply.
2. This Technical Arrangement and its Annexes may be changed or amended in writing with the mutual consent of the Parties in accordance with Article 8.

1. This Technical Arrangement, including its Annexes will become effective from the date when Parties inform each other that all internal legal procedures have been fulfilled. The present Technical Arrangement will apply provisionally from the date of signature.
2. Done in two original copies, each drawn up in English, Slovenian and Hungarian languages, all being equally authentic. In the case of different interpretation, the English version will prevail.
Done in Lendava on 17th October 2007.

1. Purpose
The purpose of this Annex is to define the procedures for the implementation of the ‘Technical Arrangement between the Ministry of Defence of the Republic of Slovenia and the Ministry of Defence of the Republic of Hungary Concerning the Co-operation in the Field of Military Geography and the Exchange of Military Geographic Materials and Data’ regarding the exchange of topographic maps, geodetic data, digital data and pertinent military geographic material. The implementing organisations are the Civil Defence Agency (Sektor za civilno obrambo) for the Republic of Slovenia and the Geoinformation Service of the Hungarian Defence Forces (Magyar Honvédség Geoinformációs Szolgálat) for the Republic of Hungary. In furtherance of this common objective, the above organisations agree to conform to and comply with the principles, obligations and procedures laid down in this Annex.
2. Materials to be exchanged
Military geographic information the rights of which are held by a third nation or the dissemination of which is ruled out on the grounds of national interests are not among the materials exchanged.
2.1. Routine exchange
Either Party will provide library copies of land maps, aeronautical charts and pertinent materials automatically to the other Party.
2.1.1. The Civil Defence Agency will provide the Geoinformation Service of the Hungarian Defence Forces with the latest editions of:
2.1.1.1. Library copies of sheets the rights of which are held by the Civil Defence Agency over the territory of the Republic of Slovenia:
– National Topographic Map 1:25 000 for Defence Purposes
198 sheets, at 1:25,000 scale, 5 copies each,
– Military Topographic Map series of Slovenia
190 sheets, at 1:25,000 scale, 5 copies each,
– Military Topographic Map series of Slovenia
58 sheets, at 1:50,000 scale, 5 copies each,
– Military Topographic Map series of Slovenia
16 sheets, at 1:100,000 scale, 5 copies each,
– General Map of Slovenia at scale 1:250 000 with regional Defence Offices, 5 copies each,
– Annually: MoD Topographic Map & Aeronautical Chart Catalogue.
2.1.2. The Geoinformation Service of the Hungarian Defence Forces will provide the Civil Defence Agency with the latest editions of:

2.1.2.2. Copies of relevant technical publications the rights of which are held by the Geoinformation Service of the Hungarian Defence Forces, with amendments:

2.2. Exchange on request
2.2.1. Supply of additional materials and data
Upon request, either Party will consider to supply the other Party with additional copies of topographic maps, geodetic data, military geographic material, aeronautical information and digital military geographic data, subject to availability, at no forwarding costs for the requesting Party.
2.2.2. Accounting
The provision of the materials is accountable; with the cost assessed in terms of the ‘Standard Mapping Unit’ (SMU) based on the standard (56×75 cm) topographic map in five colours as listed below:
– Small format maps/charts (e.g. 1:50,000 scale topographic maps, JOGs): 1 SMU per copy;
– Medium size maps/charts (e.g. TFCs): 1.5 SMU per copy;
– Large format maps (e.g. LFCs): 3 SMUs per copy;
– Digital geographic data: the accounting of digital geographic data exchange will be based on the copying/material costs expressed in SMU, by mutual consent of the Parties.
2.2.3. Support to Multinational Operations
The Parties will supply each other, whenever required, based on availability, geographic material and data to assist UN or other multinational contingency planning or operations. Where both Parties are engaged in production to support such operations, they will co-operate to prevent unnecessary duplication.
3. Bulk Stocks
The provision of bulk stocks for the products listed in Para 2.1. will be subject to the 'Notice of Intent to Print' (NIP) system. Prior to a new edition of sheet(s) is to be printed, each Party will let the other know which sheet(s) it intends to have printed, so that with the anticipated period of validity of the sheet(s) taken into account, bulk stocks can be ordered.
4. Revisions
Provision of new sheet(s) and/or notification by either Party to the other Party that the production of a map series listed in Para 2.1. is to be discontinued will automatically result in a revision of this Annex without requiring renegotiations.
5. Validity
This Annex will remain in force until terminated by mutual consent or denounced by either of the Parties in accordance with Article 7 of the Technical Arrangement.

1. Purpose
The purpose of this Annex is to define the administrative procedures for the implementation of the ‘Technical Arrangement between the Ministry of Defence of the Republic of Slovenia and the Ministry of Defence of the Republic of Hungary Concerning the Co-operation in the Field of Military Geography and the Exchange of Military Geographic Materials and Data’ and the Annexes thereto. The implementing organisations are the Civil Defence Agency (Sektor za civilno obrambo) for the Republic of Slovenia and the Geoinformation Service of the Hungarian Defence Forces (Magyar Honvédség Geoinformációs Szolgálat) for the Republic of Hungary. In furtherance of this common objective, the above organisations agree to conform to and comply with the principles, obligations and procedures laid down in this Annex.
2. Implementation of obligations under the Technical Arrangement
The Parties will exchange information on the status, as at 31 December of the previous year, of the joint programmes, military geographic products exchanged and technical support provided/received not later than 31 March every year. Then they will evaluate in a meeting or by correspondence the degree to which the obligations as defined by the Technical Arrangement has been implemented.
3. Delivery of Materials
3.1. Delivery of military geographic materials and data must be clearly marked in English language 'SLOVENIA/HUNGARY Bilateral Agreement Exchange Material – Not Reimbursable'.
3.2. All military geographic materials and data exchanged under the Technical Arrangement shall be forwarded with appropriate papers in triplicate; one copy being forwarded as advance notice of the shipment and two copies accompanying the actual delivery. All shipment will be accompanied by a Pro Forma Invoice, too. Receipt of all military geographic material and data exchanged under the Technical Arrangement shall be acknowledged by a signature.

4. Priorities
4.1. The Parties agree to meet the requirements according to the following priorities:
PRIORITY 1: urgent SHIPMENT WITHIN 30 DAYS OF THE RECEIPT OF THE REQUEST
PRIORITY 2: routine SHIPMENT WITHIN 60 DAYS OF THE RECEIPT OF THE REQUEST
4.2. If the priority cannot be met, the requesting Party shall be notified immediately. In the case of a more stringent need (within 10 days) the forwarding expenses will be borne by the requesting party.
5. Validity
This Annex will remain in force until terminated by mutual consent or denounced by either of the Parties in accordance with Article 7 of the Technical Arrangement.
