CHAPTER I Basic Provisions ARTICLE 11 General Secretariat ADD* 73bis The Secretary-General shall act as the legal representative of the Union. SUP* 76 CHAPTER II Radiocommunication Sector ARTICLE 13 Radiocommunication Confer ences and Radiocommunication Assemblies MOD 90 2 World radiocommunication conferences shall PP-98 normally be convened every three to four years; however, following the application of the relevant provisions of the Convention, such a conference need not be convened or an additional one may be convened. MOD 91 3 Radiocommunication assemblies shall also PP-98 normally be convened every three to four years, and may be associated in place and time with world radiocommunication conferences so as to improve the efficiency and effectiveness of the Radiocommunication Sector. Radiocommunication assemblies shall provide the necessary technical bases for the work of the world radiocommunication conferences and respond to all requests from world radiocommunication conferences. The duties of the radiocommunication assemblies are specified in the Convention. CHAPTER V Other Provisions Concerning the Functioning of the Union ARTICLE 28 Finances of the Union MOD 161C 2) The Secretary-General shall inform the Member PP-98 States and Sector Members of the provisional amount of the contributory unit as determined under No. 161B above and invite the Member States to notify, no later than four weeks prior to the date set for the opening of the plenipotentiary conference, the class of contribution they have provisionally chosen. MOD 161E 4) Bearing in mind the draft financial plan as PP-98 revised, the plenipotentiary conference shall, as PP-02 soon as possible, determine the definitive upper limit of the amount of the contributory unit and set the date, which shall be at the latest on Monday of the final week of the plenipotentiary conference, by which Member States, upon invitation by the Secretary-General, shall announce their definitive choice of class of contribution. ARTICLE 29 Languages MOD 171 1 1) The official languages of the Union shall be Arabic, Chinese, English, French, Russian and Spanish. PART II – Date of Entry into Force The amendments contained in the pr esent instrument shall, as a whole and in the form of one single instrument, enter into force on 1 January 2008 between Member States being at that time parties to the Constitution and the Convention of the International Telecommunication Union (Geneva, 1992), and having deposited before that date their instrument of ratification, acceptance or approval of, or accession to, the present amending instrument. ____________________ IN WITNESS WHEREOF, the respective plenipotentiaries have signed the original of the present instrument amending the Constitution of the International Telecommunication Union (Geneva, 1992), as amended by the Plenipotentiary Conference (Kyoto, 1994) by the Plenipotentiary Conference (Minneapolis, 1998) and by the Plenipotentiary Conference (Marrakesh, 2002). CHAPTER I Functioning of the Union SECTION I ARTICLE 2 Elections and Related Matters Elected officials MOD 13 1 The Secretary-General, the Deputy Secretary- General and the Directors of the Bureaux shall take up their duties on the dates determined by the Plenipotentiary Conference at the time of their election. They shall normally remain in office until dates determined by the following Plenipotentiary Conference, and they shall be eligible for re-election once only for the same post. Re-election shall mean that it is possible for only a second term, regardless of whether it is consecutive or not. Members of the Radio Regulations Board MOD 20 1 The members of the Radio Regulations Board shall take up their duties on the dates determined by the Plenipotentiary Conference at the time of their election. They shall remain in office until dates determined by the following Plenipotentiary Conference, and shall be eligible for re-election once only for the same post. Re- election shall mean that it is possible for only a second term, regardless of whether it is consecutive or not. SECTION 2 ARTICLE 4 The Council SUP 58 MOD 60B 9 ter) Sector Members may attend, as observers, PP-02 meetings of the Council, its committees and its working groups, subject to the conditions established by the Council, including conditions relating to the number of such observers and the procedures for appointing them. MOD 73 7) review and approve the biennial budget of the PP-98 Union, and consider the budget forecast (included PP-02 in the financial operating report prepared by the Secretary-General under No. 101 of this Convention) for the two-year period following a given budget period, taking account of the decisions of the Plenipotentiary Conference in relation to No. 50 of the Constitution and of the financial limits set by the Plenipotentiary Conference in accordance with No. 51 of the Constitution; it shall ensure the strictest possible economy but be mindful of the obligation upon the Union to achieve satisfactory results as expeditiously as possible. In so doing, the Council shall take into account the priorities established by the Plenipotentiary Conference as expressed in the strategic plan for the Union, the views of the Coordination Committee as contained in the report by the Secretary-General mentioned in No. 86 of this Convention and the financial operating report mentioned in No. 101 of this Convention. The Council shall carry out an annual review of income and expenditure with a view to effecting adjustments, where appropriate, in accordance with resolutions and decisions of the Plenipotentiary Conference; MOD 80 14) be responsible for effecting the PP-94 coordination with all international organizations referred to in Articles 49 and 50 of the Constitution and to this end, conclude, on behalf of the Union, provisional agreements with the international organizations referred to in Article 50 of the Constitution and in Nos. 269B and 269C of this Convention, and with the United Nations in application of the Agreement between the United Nations and the International Telecommunication Union; these provisional agreements shall be submitted to the Plenipotentiary Conference in accordance with the relevant provision of Article 8 of the Constitution; SECTION 3 ARTICLE 5 General Secretariat MOD 96 m) prepare recommendations for the first meeting of the heads of delegation referred to in No. 49 of the General Rules of conferences, assemblies and meetings of the Union, taking into account the results of any regional consultation; MOD 100 q) after consultation with the Coordination PP-98 Committee and making all possible economies, prepare and submit to the Council a biennial draft budget covering the expenditures of the Union, taking account of the financial limits laid down by the Plenipotentiary Conference. This draft shall consist of a consolidated budget, including cost-based and results- based budget information for the Union, prepared in accordance with the budget guidelines issued by the Secretary- General, and comprising two versions. One version shall be for zero growth of the contributory unit, the other for a growth less than or equal to any limit fixed by the Plenipotentiary Conference, after any drawing on the Reserve Account. The budget resolution, after approval by the Council, shall be sent for information to all Member States; MOD 105 2 The Secretary-General or the Deputy Secretary- General may participate, in an advisory capacity, in conferences of the Union; the Secretary- General or his representative may participate in an advisory capacity in all other meetings of the Union. SECTION 4 ARTICLE 6 Coordination Committee MOD 111 4 A report shall be made of the proceedings of PP-02 the Coordination Committee and shall be made available to Member States. SECTION 5 Radiocommunication Sector ARTICLE 12 Radiocommunication Bureau MOD 178 b) exchange with Member States and Sector PP-98 Members data in machine-readable and other forms, prepare and keep up to date any documents and databases of the Radiocommunication Sector, and arrange, with the Secretary-General, as appropriate, for their publication in the languages of the Union in accordance with No. 172 of the Constitution; SECTION 6 Telecommunication Standardization Sector ARTICLE 15 Telecommunication Standardization Bureau MOD 203 d) exchange with Member States and Sector PP-98 Members data in machine-readable and other forms, prepare and, as necessary, keep up to date any documents and databases of the Telecommunication Standardization Sector, and arrange with the Secretary-General, where appropriate, for their publication in the languages of the Union in accordance with No. 172 of the Constitution; SECTION 7 Telecommunication Development Sector ARTICLE 16 Telecommunication Development Conferences MOD 209 a) world telecommunication development conferences shall establish work programmes and guidelines for defining telecommunication development questions and priorities and shall provide direction and guidance for the work programme of the Telecommunication Development Sector. They shall decide, in the light of the above-mentioned programmes of work, on the need to maintain, terminate or establish study groups and allocate to each of them the questions to be studied; ARTICLE 17A Telecommunication Development Advisory Group MOD 215C 1 The telecommunication development advisory group shall be open to representatives of administrations of Member States and representatives of Sector Members and to chairmen and vice-chairmen of study groups and other groups, and will act through the Director. ARTICLE 18 Telecommunication Development Bureau MOD 220 c) exchange with members data in machine-readable and other forms, prepare and, as necessary, keep up to date any documents and databases of the Telecommunication Development Sector, and arrange with the Secretary-General, as appropriate, for their publication in the languages of the Union in accordance with No. 172 of the Constitution; SECTION 8 Provision Common to the Three Sectors ARTICLE 19 Participation of Entities and Organizations Other than Administrations in the Union’s Activities (MOD) 235 5 Any request from any entity or organization listed in No. 231 above (other than those referred to in Nos. 269B and 269C of this Convention) to participate in the work of a Sector shall be sent to the Secretary-General and acted upon in accordance with procedures established by the Council. (MOD) 236 6 Any request from an organization referred to in Nos. 269B to 269D of this Convention to participate in the work of a Sector shall be sent to the Secretary-General, and the organization concerned shall be included in the lists referred to in No. 237 below. (MOD) 237 7 The Secretary-General shall compile and PP-98 maintain lists of all entities and organizations referred to in Nos. 229 to 231 and Nos. 269B to 269D of this Convention that are authorized to participate in the work of each Sector and shall, at appropriate intervals, publish and distribute these lists to all Member States and Sector Members concerned and to the Director of the Bureau concerned. That Director shall advise such entities and organizations of the action taken on their requests, and shall inform the relevant Member States. (MOD) 240 10 Any Sector Member has the right to denounce PP-98 such participation by notifying the Secretary- General. Such participation may also be denounced, where appropriate, by the Member State concerned or, in case of the Sector Member approved pursuant to No. 234C above, in accordance with criteria and procedures determined by the Council. Such denunciation shall take effect at the end of six months from the date when notification is received by the Secretary-General. ARTICLE 21 Recommendations from One Conference to Another (MOD) 251 2 Such recommendations shall be sent to the Secretary-General in good time for assembly, coordination and communication, as laid down in No. 44 of the General Rules of conferences, assemblies and meetings of the Union. CHAPTER II Specific Provisions Regarding Conferences and Assemblies ARTICLE 23 PP-02 Admission to Plenipotentiary Conferences MOD 269 d) observers of the following organizations, PP-94 agencies and entities, to participate in an PP-02 advisory capacity: MOD 269E e) observers from the Sector Members referred to PP-02 in Nos. 229 and 231 of this Convention. ARTICLE 24 PP-02 Admission to Radiocommunication Conferences MOD 278 b) observers of organisations and agencies PP-02 referred to in Nos. 269A to 269D of this Convention, to participate in an advisory capacity; MOD 279 c) observers of other international organizations PP-02 invited in accordance with the relevant provisions of Chapter I of the General Rules of conferences, assemblies and meetings of the Union, to participate in an advisory capacity; MOD 280 d) observers from Sector Members of the PP-98 Radiocommunication Sector; ARTICLE 25 PP-98 Admission to Radiocommunication Assemblies, PP-02 World Telecommunication Standardization Assemblies and Telecommunication Development Conferences ADD 296bis b) representatives of Sector Members concerned; MOD 297 c) observers, to participate in an advisory PP-02 capacity, from: ADD 297bis i) the organizations and agencies referred to in Nos. 269A to 269D of this Convention; SUP 298A SUP 298B (MOD) ii) any other regional organization or 298C other international organization dealing PP-02 with matters of interest to the assembly or conference. SUP 298D SUP 298E SUP* 298F CHAPTER IV Other Provisions ARTICLE 33 Finances MOD 468 1 1) The scale from which each Member State, PP-98 subject to the provisions of No. 468A below, and Sector Member, subject to the provisions of No. 468B below, shall choose its class of contribution, in conformity with the relevant provisions of Article 28 of the Constitution, shall be as follows: 40 unit class 8 unit class 35 unit class 6 unit class 30 unit class 5 unit class 28 unit class 4 unit class 25 unit class 3 unit class 23 unit class 2 unit class 20 unit class 1 1/2 unit class 18 unit class 1 unit class 15 unit class 1/2 unit class 13 unit class 1/4 unit class 11 unit class 1/8 unit class 10 unit class 1/16 unit class MOD 476 4 1) The organizations referred to in Nos. 269A PP-94 to 269E of this Convention and other PP-98 organizations also specified in Chapter II PP-02 thereof (unless they have been exempted by the Council, subject to reciprocity) and Sector Members referred to in No. 230 of this Convention which participate, in accordance with the provisions of this Convention, in a plenipotentiary conference, in a conference, assembly or meeting of a Sector of the Union, or in a world conference on international telecommunications, shall share in defraying the expenses of the conferences, assemblies and meetings in which they participate on the basis of the cost of these conferences and meetings and in accordance with the Financial Regulations. Nevertheless, Sector Members will not be charged separately for their attendance at a conference, assembly or meeting of their respective Sectors, except in the case of regional radiocommunication conferences. (MOD) 480A 5bis) When a Sector Member contributes to PP-98 defraying the expenses of the Union under No. 159A of the Constitution, the Sector for which the contribution is made should be identified. ADD 480B 5ter) Under exceptional circumstances, the Council may authorize a reduction in the number of contributory units when so requested by a Sector Member which has established that it can no longer maintain its contribution at the class originally chosen. ANNEX Definition of Certain Terms Used in this Convention and the Administrative Regulations of the International Telecommunication Union MOD 1002 Observer: A person sent by a Member State, PP-94 organization, agency or entity to attend a PP-98 conference, assembly or meeting of the Union or the Council, without the right to vote and in accordance with the relevant provisions of the basic texts of the Union. Done at Antalya, 24 November 2006 GENERAL RULES OF CONFERENCES, ASSEMBLIES AND MEETINGS OF THE UNION CHAPTER I General Provisions Regarding Conferences and Assemblies 2 Invitation to radiocommunication conferences when there is an inviting government MOD 12 2 1) Subject to the relevant provisions of Article 24 of the Convention, the provisions of Nos. 5 to 10 above shall apply to radiocommunication conferences. MOD 14 3 1) The inviting government, in agreement with or on a proposal by the Council, may notify the international organizations other than those referred to in Nos. 269A to 269E of the Convention which may be interested in sending observers to participate in the conference. 8 Time-limits and conditions for submission of proposals and reports to conferences MOD 44 6 The Secretary-General shall assemble and coordinate the proposals received from Member States and shall communicate them to Member States as they are received, but in any case at least two months before the opening of the conference, making them available by electronic means. Elected officials and staff members of the Union, as well as those observers that may attend conferences in accordance with the relevant provisions of the Convention shall not be entitled to submit proposals. CHAPTER II Rules of Procedure of Conferences, Assemblies and Meetings 13 Composition of committees 13.1 Plenipotentiary conferences MOD 75 Subject to No. 66 of these General Rules, committees shall be composed of the delegates of Member States. Unless otherwise decided by the plenary meeting, the observers referred to in Nos. 269A to 269E of the Convention shall be authorized to attend such committees, with the exception of the steering, credentials, budget control and editorial committees. 13.2 Radiocommunication conferences and world conferences on international telecommunications MOD 76 1 Subject to No. 66 of these General Rules, committees of radiocommunication conferences shall be composed of the delegates of Member States. Unless otherwise decided by the plenary meeting, the observers referred to in Nos. 278, 279, 280 and, as appropriate, 282 of the Convention, shall be authorized to attend such committees, with the exception of the steering, credentials, budget control and editorial committees. ADD 76A 2 Subject to No. 66 of these General Rules, committees of world conferences on international telecommunications shall be composed of the delegates of Member States. Unless otherwise decided by the plenary meeting, the observers referred to in Nos. 278 and 279 of the Convention and observers of Sector Members shall be authorized to attend such committees, with the exception of the steering, credentials, budget control and editorial committees. SUP 77 13.3 Radiocommunication assemblies, world telecommunication standardization assemblies and telecommunication development conferences MOD 78 In addition to delegates of Member States and representatives of any entity or organization included in the relevant list referred to in No. 237 of the Convention, the committees of radiocommunication assemblies, of world telecommunication standardization assemblies and of telecommunication development conferences, with the exception of the steering, budget control and editorial committees, may be attended by the observers referred to in Article 25 of the Convention. CHAPTER III Election Procedures 31 General rules on election procedures MOD 172 5) Elections shall begin on the fourth calendar day of the conference. 33 Specific rules of procedure for the election of the members of the Radio Regulations Board (MOD) 1) The total number of members of the Radio 195 Regulations Board and the number of seats per region of the world shall be decided in accordance with Nos. 63 and 93A of the Constitution.

ČLEN Konference in skupščine o radiokomunikacijah SPR. 90 2 Svetovne konference o radiokomunikacijah se PP-98 običajno sklicujejo vsaka tri do štiri leta; vendar pa v skladu z ustreznimi določbami konvencije take konference ni treba sklicati ali pa se lahko skliče tudi dodatna. SPR. 91 3 Skupščine o radiokomunikacijah se običajno prav PP-98 tako sklicujejo vsaka tri do štiri leta ter so lahko krajevno in časovno pridružene svetovnim konferencam o radiokomunikacijah zaradi izboljšanja učinkovitosti in uspešnosti sektorja za radiokomunikacije. Skupščine o radiokomunikacijah zagotavljajo potrebne tehnične temelje za delo svetovnih konferenc o radiokomunikacijah in se odzivajo na vse zahteve svetovnih konferenc o radiokomunikacijah. Naloge skupščin o radiokomunikacijah so določene v konvenciji. V. POGLAVJE Druge določbe, ki urejajo delovanje zveze 28. ČLEN Finance zveze SPR. 161 C 2) Generalni sekretar obvesti države članice in PP-98 sektorske članice o začasni vrednosti prispevne enote, določene na podlagi št. 161 B, in povabi države članice, da uradno sporočijo prispevni razred, ki so ga začasno izbrale, najpozneje štiri tedne pred datumom, določenim za odprtje Konference pooblaščenih predstavnikov. SPR. 161 E 4) Ob upoštevanju pregledanega osnutka PP-98 finančnega načrta se na Konferenci pooblaščenih PP-02 predstavnikov čim prej določita dokončna zgornja meja vrednosti prispevne enote in datum, ki je lahko najpozneje v ponedeljek zadnjega tedna Konference pooblaščenih predstavnikov, do katerega države članice na povabilo generalnega sekretarja sporočijo svojo dokončno izbiro prispevnega razreda. 29. ČLEN Jeziki SPR. 171 1 1) Uradni jeziki zveze so angleški, arabski, francoski, kitajski, ruski in španski. II. DEL – Datum začetka veljavnosti Spremembe v tem dokumentu začnejo v eljati v celoti in v obliki enega samega dokumenta 1. januarja 2008 za tiste države članice, ki so takrat pogodbenice Ustave in Konvencije Mednarodne telekomunikacijske zveze (Ženeva, 1992) in so pred tem datumom deponirale svojo listino o ratifikaciji, sprejetju ali odobritvi tega dokumenta o spremembah ali pristopu k njemu. ____________________ V DOKAZ NAVEDENEGA s o pooblaščeni predstavniki podpisali izvirnik tega dokumenta o spremembah Ustave Mednarodne telekomunikacijske zveze (Ženeva, 1992), kakor so jo spremenile Konferenca pooblaščenih predstavnikov (Kjoto, 1994), Konferenca pooblaščenih predstavnikov (Minneapolis, 1998) in Konferenca pooblaščenih predstavnikov (Marakeš, 2002). I. POGLAVJE Delovanje zveze 1. RAZDELEK 2. ČLEN Volitve in z njimi povezane zadeve Voljeni funkcionarji SPR. 13 1 Generalni sekretar, njegov namestnik in direktorji uradov prevzamejo svoje dolžnosti z dnem, ki ga določi Konferenca pooblaščenih predstavnikov ob njihovi izvolitvi. Svoje dolžnosti normalno opravljajo do datuma, ki ga določi naslednja Konferenca pooblaščenih predstavnikov, in so lahko samo enkrat ponovno izvoljeni za isti položaj. Ponovna izvolitev je mogoča samo kot drugi mandat, ne glede na to, ali je zaporedna ali ne. Članice Odbora za radijsko regulativo SPR. 20 1 Članice Odbora za radijsko regulativo prevzamejo svoje dolžnosti z dnem, ki ga določi Konferenca pooblaščenih predstavnikov ob njihovi izvolitvi. Na dolžnostih ostanejo do datuma, ki ga določi naslednja Konferenca pooblaščenih predstavnikov, in so lahko samo enkrat ponovno izvoljene. SPR. 73 7) pregledati in odobriti dveletni proračun PP-98 zveze in preučiti predlog proračuna (vključen v PP-02 poročilo o finančnem poslovanju, ki ga pripravi generalni sekretar v skladu s št. 101 te konvencije) za dveletno obdobje po danem proračunskem obdobju ter pri tem upoštevati sklepe konference pooblaščenih predstavnikov v zvezi s št. 50 ustave in finančne omejitve, ki jih je določila Konferenca pooblaščenih predstavnikov v skladu s št. 51 ustave; zagotavljati najstrožje mogoče varčevanje, vendar upoštevati obveznosti zveze, da čim hitreje doseže zadovoljive rezultate. Pri tem svet upošteva prednostne naloge, ki jih Konferenca pooblaščenih predstavnikov določi s strateškim načrtom zveze, mnenja koordinacijskega komiteja, navedena v poročilu generalnega sekretarja iz št. 86 te konvencije, in poročilo o finančnem poslovanju iz št. 101 te konvencije. Svet opravi letno revizijo prihodkov in odhodkov, da lahko po potrebi izvede prilagoditve v skladu z resolucijami in sklepi Konference pooblaščenih predstavnikov; SPR. 80 14) biti odgovoren za usklajevanje z vsemi PP-94 mednarodnimi organizacijami iz 49. in 50. člena ustave in v ta namen v imenu zveze sklepati začasne sporazume z mednarodnimi organizacijami iz 50. člena ustave ter št. 269 B in 269 C te konvencije, pri izvajanju sporazuma med Združenimi narodi in Mednarodno telekomunikacijsko zvezo pa z Združenimi narodi; ti začasni sporazumi se predložijo Konferenci pooblaščenih predstavnikov v skladu z ustrezno določbo 8. člena ustave; 3. RAZDELEK 5. ČLEN Generalni sekretariat SPR. 96 m) pripravi priporočila za prvo zasedanje vodij delegacij iz št. 49 Splošnih pravil konferenc, skupščin in zasedanj zveze, pri tem pa mora upoštevati sklepe vsakega območnega posvetovanja; SPR. 100 q) p o posvetovanju s koordinacijskim komitejem PP-98 in ob vseh oblikah varčevanja pripravi in predloži svetu dveletni osnutek proračuna, ki pokriva porabo zveze z upoštevanjem finančnih omejitev, določenih na Konferenci pooblaščenih predstavnikov. Ta osnutek vsebuje konsolidirani proračun s podatki za zvezo, ki temeljijo na stroških in rezultatih, v skladu s proračunskimi usmeritvami, ki jih je izdal generalni sekretar, in je v dveh različicah. Ena različica obravnava ničelno rast prispevnih enot, druga pa rast, ki je manjša ali enaka katerikoli omejitvi, ki jo je določila Konferenca pooblaščenih predstavnikov, in to po vsakem črpanju z rezervnega računa. Sklep o proračunu se po odobritvi sveta pošlje v vednost vsem državam članicam; SPR. 105 2 Generalni sekretar ali njegov namestnik lahko kot svetovalec sodeluje na konferencah zveze; generalni sekretar ali njegov zastopnik lahko kot svetovalec sodeluje na vseh drugih zasedanjih zveze. 4. ČLEN Urad za radiokomunikacije SPR. 178 b) z državami članicami in sektorskimi članicami PP-98 izmenjavati podatke v strojno berljivih ali drugih oblikah, pripravljati in stalno posodabljati vse dokumente in podatkovne zbirke sektorja za radiokomunikacije ter po potrebi z generalnim sekretarjem urediti vse za njihovo objavo v jezikih zveze v skladu s št. 172 ustave; 6. RAZDELEK Sektor za standardizacijo telekomunikacij 15. ČLEN Urad za standardizacijo telekomunikacij SPR. 203 d) z državami članicami in sektorskimi članicami PP-98 izmenjava podatke v strojno berljivi obliki in v drugih oblikah, pripravi in po potrebi posodobi vse dokumente in podatkovne zbirke sektorja za standardizacijo telekomunikacij in po potrebi z generalnim sekretarjem pripravi njihovo objavo v jezikih zveze v skladu s št. 172 ustave; 7. RAZDELEK Sektor za razvoj telekomunikacij 16. ČLEN Konference o razvoju telekomunikacij SPR. 209 a) svetovne konference o razvoju telekomunikacij pripravljajo delovne programe in usmeritve za določanje vprašanj in prednostnih nalog glede razvoja telekomunikacij ter določajo usmeritve in navodila za delovni program sektorja za razvoj telekomunikacij. Skladno s tem delovnim programom odločajo o potrebi po vzdrževanju, končanju ali ustanovitvi študijskih skupin in vsaki od njih dodeljujejo vprašanja, ki jih je treba preučiti; 17.A ČLEN Svetovalna skupina za razvoj telekomunikacij SPR. 215 C 1 Svetovalna skupina za razvoj telekomunikacij je odprta za predstavnike uprav držav članic, predstavnike sektorskih članic ter predsedujoče in namestnike predsedujočih študijskih in drugih skupin ter deluje prek direktorja. 18. ČLEN Urad za razvoj telekomunikacij SPR. 220 c) s članicami izmenjavati podatke v strojno berljivi obliki in v drugih oblikah, pripraviti in po potrebi obnavljati vse dokumente ali podatkovne zbirke sektorja za razvoj telekomunikacij ter jih po potrebi z generalnim sekretarjem ustrezno pripraviti za objavo v jezikih zveze v skladu s št. 172 ustave; 8. RAZDELEK Določbe, ki veljajo za vse tri sektorje 19. ČLEN Sodelovanje ustanov in organizacij, razen upravnih organov, pri dejavnostih zveze (SPR.) 235 5 Vsaka prošnja ustanove ali organizacije iz št. 231 (razen iz št. 269 B in 269 C te konvencije) za sodelovanje pri delu sektorja se pošlje generalnemu sekretarju in obravnava v skladu s postopki, ki jih je določil Svet. (SPR.) 236 6 Vsaka prošnja katerekoli organizacije iz št. 269 B do 269 D te konvencije za sodelovanje pri delu sektorja se pošlje generalnemu sekretarju, ta organizacija pa se vključi na sezname iz št. 237. (SPR.) 237 7 Generalni sekretar zbere in vzdržuje sezname PP-98 vseh ustanov in organizacij iz št. od 229 do 231 in od 269 B do 269 D te konvencije, ki so pooblaščene za sodelovanje pri delu posameznega sektorja, ter jih v ustreznih presledkih objavi in razpošlje vsem državam članicam, ustreznim sektorskim članicam in direktorju ustreznega urada. Direktor seznani te ustanove in organizacije o ukrepih v zvezi z njihovimi prošnjami ter obvesti ustrezne države članice. SPR. 240 10 Vsaka sektorska članica ima pravico, da PP-98 sodelovanje odpove z uradnim obvestilom generalnemu sekretarju. Tako sodelovanje lahko odpove tudi država članica, sektorska članica, ki je bila potrjena po št. 234 C, pa ga odpove v skladu z merili in postopki, ki jih določi svet. Taka odpoved začne veljati po poteku šestih mesecev od dne, ko generalni sekretar prejme uradno obvestilo. 21. ČLEN Priporočila ene konference drugi (SPR.) 251 2 Taka priporočila se pravočasno pošljejo generalnemu sekretarju, da jih zbere, uskladi in pošlje naprej, kot je določeno v št. 44 Splošnih pravil konferenc, skupščin in zasedanj zveze. II. POGLAVJE Posebne določbe o konferencah in skupščinah 23. Ne glede na to se sektorskim članicam ne bo posebej zaračunavala njihova prisotnost na konferenci, skupščini ali zasedanju njihovih sektorjev, razen za območne konference o radiokomunikacijah. (SPR.) 5 bis) Če sektorska članica prispeva za kritje 480 A stroškov zveze na podlagi št. 159 A ustave, je PP-98 treba določiti sektor, za katerega je bil dan prispevek. DOP. 480 B 5 ter) V izjemnih primerih lahko svet dovoli zmanjšanje števila prispevnih enot, če to zahteva sektorska članica, ki je ugotovila, da ne more več zagotavljati svojih prispevkov po prvotno izbranem prispevnem razredu. PRILOGA Pomeni nekaterih pojmov, uporabljenih v tej konvenciji in pravilnikih Mednarodne telekomunikacijske zveze SPR. 1002 Opazovalec: oseba, ki jo pošlje država članica, PP-94 organizacija, agencija ali ustanova, da bi brez PP-98 glasovalne pravice in v skladu z ustreznimi določbami temeljnih besedil zveze sodelovala na konferenci, skupščini ali zasedanju zveze ali sveta. II. RAZDELEK – Začetek veljavnosti Spremembe v tem dokumentu začnejo v celoti in v obliki enega samega dokumenta veljati 1. januarja 2008 za tiste države članice, ki so takrat pogodbenice Ustave in Konvencije Mednarodne telekomunikacijske zveze (Ženeva, 1992) in so pred tem datumom deponirale svojo listino o ratifikaciji, sprejetju ali odobritvi tega dokumenta o spremembah ali pristopu k njemu. _____________________ V DOKAZ NAVEDENEGA so pooblaščeni predstavniki podpisali izvirnik tega dokumenta o spremembah Konvencije Mednarodne telekomunikacijske zveze (Ženeva, 1992), kakor so jo spremenile Konferenca pooblaščenih predstavnikov (Kjoto, 1994), Konferenca pooblaščenih predstavnikov (Minneapolis, 1998) in Konferenca pooblaščenih predstavnikov (Marakeš, 2002). V Antaliji, 24. novembra 2006 SPLOŠNA PRAVILA KONFERENC, SKUPŠČIN IN ZASEDANJ ZVEZE I. POGLAVJE Splošne določbe o konferencah in skupščinah 2 Povabilo na konferenco o radiokomunikacijah, če obstaja vlada gostiteljica SPR. 12 2 1) V skladu z ustreznimi določbami 24. člena konvencije se za konference o radiokomunikacijah uporabljajo določbe iz št. od 5 do 10. SPR. 14 3 1) Vlada gostiteljica lahko v dogovoru s svetom ali na njegov predlog obvesti tudi druge mednarodne organizacije poleg tistih iz št. od 269 A do 269 D konvencije, ki se morda zanimajo, da bi na konferenco poslale opazovalce. 8 Roki in pogoji za predložitev predlogov in poročil konferencam SPR. 44 6 Generalni sekretar zbere in uskladi predloge, ki jih prejme od držav članic, in jih takoj po prejemu, v vsakem primeru pa najmanj dva meseca pred začetkom konference, da na voljo državam članicam po elektronski poti. Voljeni funkcionarji, osebje zveze in opazovalci, ki se smejo udeležiti konference v skladu z ustreznimi določbami konvencije, nimajo pravice dajati predlogov. II. POGLAVJE Poslovniki konferenc, skupščin in zasedanj 13 Sestava komitejev 13.1 Konference pooblaščenih predstavnikov SPR. 75 V skladu s št. 66 teh splošnih pravil sestavljajo komiteje delegati držav članic. Če plenarno zasedanje ne odloči drugače, so opazovalci iz št. od 269 A do 269 E konvencije pooblaščeni za udeležbo na teh komitejih, razen na usmerjalnem in uredniškem komiteju ter komitejih za poverilnice in nadzor proračuna. 13.2 Konference o radiokomunikacijah in svetovne konference o mednarodnih telekomunikacijah SPR. 76 1 V skladu s št. 66 teh splošnih pravil sestavljajo komiteje konferenc o radiokomunikacijah delegati držav članic. Če plenarno zasedanje ne odloči drugače, so opazovalci iz št. 278, 279 in 280, ter če je primerno, št. 282 konvencije pooblaščeni za udeležbo na teh komitejih, razen na usmerjalnem in uredniškem komiteju ter komitejih za poverilnice in nadzor proračuna. DOD. 76A 2 V skladu s št. 66 teh splošnih pravil sestavljajo komiteje svetovnih konferenc o mednarodnih telekomunikacijah delegati držav članic. Če plenarno zasedanje ne odloči drugače, so opazovalci iz št. 278 in 279 konvencije in opazovalci iz sektorskih članic pooblaščeni za udeležbo na teh komitejih, razen na usmerjalnem in uredniškem komiteju ter komitejih za poverilnice in nadzor proračuna. ČRT. 77 13.3 Skupščine o radiokomunikacijah, svetovne skupščine o standardizaciji telekomunikacij in konference o razvoju telekomunikacij SPR. 78 Poleg delegatov držav članic in predstavnikov vsake ustanove ali organizacije z ustreznega seznama v št. 237 konvencije so lahko opazovalci iz 25. člena konvencije navzoči na komitejih skupščin o radiokomunikacijah ter na komitejih svetovnih skupščin o standardizaciji telekomunikacij in konferenc o razvoju telekomunikacij, razen na usmerjalnem in uredniškem komiteju ter komiteju za nadzor proračuna. III. POGLAVJE Volilni postopki 31 Splošna pravila za volilne postopke SPR. 172 5) Volitve se začnejo četrti koledarski dan konference. 33 Poseben poslovnik za volitve članov Odbora za radijsko regulativo (SPR.) 1) Skupno število članov Odbora za radijsko 195 regulativo in število sedežev na svetovno območje se določi v skladu s št. 63 in 93 A ustave.
