O POTRDITVI PROGRAMA MEDNARODNEGA RAZVOJNEGA SODELOVANJA MED REPUBLIKO SLOVENIJO IN ČRNO GORO ZA LETO 2010

Potrdi se Program mednarodnega razvojnega sodelovanja med Republiko Slovenijo in Črno goro za leto 2010, podpisan v Ljubljani 14. maja 2010.

Program mednarodnega razvojnega sodelovanja se v izvirniku v angleškem jeziku in prevodu v slovenskem jeziku glasi:

Za izvajanje programa mednarodnega razvojnega sodelovanja skrbi Ministrstvo za zunanje zadeve.
4. člen
Ta sklep začne veljati naslednji dan po objavi v Uradnem listu Republike Slovenije – Mednarodne pogodbe.

OF INTERNATIONAL DEVELOPMENT COOPERATION BETWEEN THE REPUBLIC OF SLOVENIA AND MONTENEGRO FOR 2010
The Republic of Slovenia and Montenegro (hereinafter referred to as "the Parties"),
on the basis of the Agreement between the Government of the Republic of Slovenia and the Government of Montenegro on Development Cooperation signed in Ljubljana on 7 February 2008 and
in accordance with the Framework Programme on International Development Cooperation and Humanitarian Aid of the Republic of Slovenia for 2010 adopted by a decision of the Government of the Republic of Slovenia of 25 February 2010,
have agreed the following programme of development cooperation between the Republic of Slovenia and Montenegro for 2010:
I JOINT COMMITTEE
Article 1
The Parties appointed members of the Joint Committee to propose priorities, programmes and projects of international development cooperation and to monitor the implementation of international development cooperation.
II DEVELOPMENT PROJECTS TO ENHANCE ECONOMIC AND SOCIAL INFRASTRUCTURE
Article 2
The Government of the Republic of Slovenia earmarked funds worth approx. one million euros (EUR 1,000,000) within the Framework Programme of International Development Cooperation and Humanitarian Aid for 2010 in support of development projects in Montenegro.
Article 3
The Programme of International Development Cooperation between the Republic of Slovenia and Montenegro for 2010 supports the key strategic objective of Montenegro, i.e. drawing closer to the European Union and includes the development projects for the strengthening of economic and social infrastructure in Montenegro, in particular: the economy and environmental protection, education and social infrastructure.
3.1. The economy and environmental protection
Despite its small size, Montenegro is exceptionally rich in natural resources and natural heritage, which largely remain unexplored. Taking into account the small size of its internal market, the future growth and development of the country will depend mostly on the success of the export-oriented economy and tourism, which will be developed in a socially and environmentally responsible manner. In the spatial plan for the period until 2020, Montenegro confirmed the need to develop the northern part of the country, including the area of the Durmitor National Park (UNESCO World Heritage List); the development of high-quality tourist offer and ecotourism, including improved tourist offer, are its economic policy priorities.
Montenegro’s decision, as an independent and internationally recognized country, to continue and encourage the process of Euro-Atlantic integration requires a responsible, comprehensive and complex approach to development. The principal bearers of all-round development in Montenegro include the energy sector, which requires technical reforms in addition to political and legislative ones, which are already underway.
Traffic regulation in urban areas and modern and responsible waste management are also part of a more effective approach to environmental protection. The establishment of adequate traffic regulation helps improve the spatial quality and has a positive impact on environmental protection and sustainable mobility. A developed and functioning system of controlled evidencing and classification of waste and the possibility of recycling is an essential element of the comprehensive strategy for environmental protection at the level of both local communities and the entire country.

3.1.1. Development of mountain tourism on Žabljak
The town of Žabljak lies in the centre of an area covering four national parks of Montenegro. Located at 1,450 m, it is the highest urban settlement in the Balkans. The area of Žabljak has a decisive role in the comprehensive strategy for tourism development in Montenegro. Tourist capacities with high-quality and diverse offer are limited; however, the location facilitates the expansion of the existing facilities as well as the construction of new ones, taking into account the principles of sustainable development from the aspects of national and local communities and the development of tourism.
By supplementing the offer of Hotel Gorske Oci, tourist offer in the area of Žabljak will be raised to the level of international standards, which will facilitate further strengthening and development of tourism as well as the economy of Montenegro.
The development of mountain tourism in compliance with the principles of sustainable development on Žabljak is the central development cooperation project between the Republic of Slovenia and Montenegro.
3.1.2. Classification path for separating waste in the Municipality of Herceg Novi
The Municipality of Herceg Novi was among the first in Montenegro to have successfully introduced the system of separation and classification of waste. The Municipality will use development funds contributed by Slovenia to close the existing inadequate waste disposal site and construct a new one, which will be friendlier to the environment. This, in turn, will require the construction and equipment of an adequate system for the classification of separately collected waste.
By using a modernised method of handling waste, Montenegro will implement the law and regulations on waste management, which have been aligned with EU recommendations and standards. A system of controlled recording and classification of waste will be developed and put into practice, including the possibility of waste recycling in several local communities.
3.1.3. Preparation of project-based spatial traffic regulation of inner and outer area of Podgorica
Within the spatial urban development planning of the Montenegro capital, Slovenia plans to support the drafting of a study on traffic regulation of the city, environmental protection, socio-economic development and land management, which will be part of the spatial urban development plan for Podgorica. The project basis of the spatial urban development for the inner and outer area of Podgorica will include all entities relevant for the planning and construction of transport system.
The study will have to specify the elements for the establishment of sustainable mobility, identify procedures for the harmonization of transport system with spatial development, draw up a critical analysis of development documents in Podgorica and the neighbouring towns and the national development documents to harmonize the spatial and transport development. The municipality will carry out a SWOT analysis of spatial and transport development of Podgorica as well as an analysis of spatial and traffic accessibility and interconnection in both outer and inner area of Podgorica.
The study on traffic regulation is aimed particularly at improving spatial quality, environmental protection and sustainable mobility. Adequate traffic regulation will also increase the effectiveness of traffic and improve traffic safety in the city.
3.1.4. Development of the IT infrastructure system of the energy sector in Montenegro
In the process of drawing closer to Euro-Atlantic structures and the related reforms in the energy sector, Montenegro adopted a Strategy of Energy Development in Montenegro up to 2025. Following the institutional reorganisation of the sector and the envisaged legislative amendments, the country needs an appropriate information technology support in the form of a state-of-the art and efficient information system in the energy sector. This will enable it to improve the work of institutions, such as the Regulatory Agency for Energy, energy market organizer, section of the Ministry for Economic Development responsible for energy (Energy Sector and, in particular, the Unit for Energy Efficiency), and the Statistical Office (MONSTAT) responsible for monitoring the developments in the energy sector.
The planned system includes hardware and software as well as tested applications which have to be adapted to the situation and needs of Montenegro. Infrastructure will consist of server systems, data bases and an information system which will enable all operators in the energy sector to develop their own applications tailored to their needs. Such a system will provide operators with an efficient tool enabling them to automate their work processes, thus ensuring openness, predictability, flexibility, and transparency in the energy sector. As a result, the sector will become more effective and attractive for investment, which would have a positive effect on the economy of the country and the region at large.
The project, also enjoying EU’s support, would be part of development cooperation between the Republic of Slovenia and Montenegro.
3.2. Education and social infrastructure
Education is of key importance for development; thus the improvement of conditions for education contributes to general progress of the country. The projects envisaged within this framework will have considerable impact on the improvement of school infrastructure, working conditions for teachers and pupils, as well as of research; furthermore, the quality of cultural goods in the local community will thus be upgraded.
In cooperation with the partner country Montenegro, the Republic of Slovenia may implement part of its priorities in the field of international development cooperation, i.e. contribute to the strengthening of social services which, under the present Programme, comprises the support and improvement of conditions for education and research.

3.2.1. Equipment of the sports centre of the Police Academy in Danilovgrad
The Police Academy in Danilovgrad is the only education institution of this kind in Montenegro. Established in March 2006, it offers modern training of police staff in the country.
The sports facilities of the Police Academy have an important role in training future police officers. The state-of-the-art equipment in this project will facilitate effective exercises and training of police cadets.
The project of the Police Academy in Danilovgrad comprises the equipment of a sports centre to be used by the Academy. The project also includes the purchasing of equipment for the sports, gymnastics and exercise halls and the equipment of ancillary rooms.
3.2.2. Equipment of an assembly hall at the Pljevlja Cultural Centre
The Municipality of Pljevlja is situated in the north of Montenegro and is, with 37,000 inhabitants, the third largest municipality in the country. The Pljevlja Cultural Centre extends over a surface of more than 4,000 square metres; it is available to public institutions and the population for the organisation of educational, cultural and other events. The Cultural Centre houses a public library, city museum, city gallery, music school, a regional cultural centre, and a theatre. A multi-purpose hall is also available.
Within the project, the library, museum, city gallery, music school, and the cultural centre premises will be appropriately equipped, which will allow for an unimpeded implementation of educational programmes and safe storage of library materials and art collections.
3.2.3. Equipment of the Institute of History of Montenegro
The Institute of History of Montenegro is an important institution engaged in scientific and research work on the history of the Montenegrin nation and Montenegro.
As part of the renovation and upgrading of equipment at the Institute of History, the Republic of Slovenia will provide support for the purchase of new equipment with the state-of-the-art information technology in accordance with COBISS standards, which will contribute to good working conditions with a view to protecting library and archival materials.
III TECHNICAL ASSISTANCE
Article 4
The Republic of Slovenia provides active support to Montenegro’s European perspective, the process of integration into the European Union and the adoption of EU standards and norms. The Republic of Slovenia provides Montenegro with expert assistance in the harmonization of its national legislation with the European Union acquis and in its implementation. The Parties and their respective institutions cooperate closely with the aim of accelerating the process of Montenegro’s European integration and making it as effective as possible. In 2010, cooperation within this framework will focus on the following areas:
4.1. Environment and spatial planning:
– Legislation in the area of environmental protection, nature protection, protection of air, public utilities, chemicals, spatial planning, and construction;
– Training and the exchange of experience and good practices in the area of inspection services of the Ministry of the Environment and Spatial Planning.
4.2. Capacity building of the Market Inspectorate of Montenegro through training, further training and exchange of experience and good practices of inspectors as regards the general safety of products, unfair business practices, illicit conditions in consumer contracts and concerning directives on low voltage, machinery and construction products.
4.3. The administrative capacity building of the Ministry of Foreign Affairs in following the developments in the Common Foreign and Security Policy (CFSP) and Common Security and Defence Policy (CSDP) of the EU.
4.4. Reform and capacity building of the Development Fund of Montenegro.
Article 5
The Government of the Republic of Slovenia provides, within the limits of its capabilities and at the request of the Government of Montenegro, expert assistance in other areas of strengthening the country’s administrative capacities.
Article 6
Expert assistance is provided mainly in the forms of counselling and exchanging experience between experts of the two Parties, exchanging materials and expert opinions and training of public officials through study visits, seminars and workshops.
Article 7
Specific activities and their implementation will be coordinated by the Ministry of Foreign Affairs of the Republic of Slovenia and the Ministry of Foreign Affairs of Montenegro, within the framework of the Joint Committee.
Article 8
Activities in the area of technical assistance of the Republic of Slovenia to Montenegro are financed by the Government of the Republic of Slovenia, which has earmarked funds to the amount of EUR 100,000 in its Framework Programme on International Development Cooperation and Humanitarian Aid for 2010.
IV FINAL PROVISIONS
Article 9
The Joint Committee will draw up a report on the implementation of activities and use of funds provided for within this Programme.
Article 10
The logo of the Republic of Slovenia and of Slovenia’s international development cooperation is used for any official communication relating to the donation.
Article 11
This Programme enters into force on the 30(th) day after its signing and will remain in force until 31 December 2010. Any activities that are still underway and have not been concluded until 31 December 2010 will be carried on in compliance with the provisions of the Programme until their completion unless otherwise agreed by the Parties.

MEDNARODNEGA RAZVOJNEGA SODELOVANJA MED REPUBLIKO SLOVENIJO IN ČRNO GORO ZA LETO 2010
Republika Slovenija in Črna gora (v nadaljevanju »pogodbenici«) sta se
na podlagi Sporazuma med Vlado Republike Slovenije in Vlado Črne gore o razvojnem sodelovanju, podpisanim 7. februarja 2008 v Ljubljani in
skladno z Okvirnim programom mednarodnega razvojnega sodelovanja in humanitarne pomoči Republike Slovenije za leto 2010, sprejetim s Sklepom Vlade Republike Slovenije 25. februarja 2010,
dogovorili o naslednjem programu razvojnega sodelovanja med Republiko Slovenijo in Črno goro za leto 2010:
I. SKUPNI ODBOR
1. člen
Pogodbenici sta imenovali člane Skupnega odbora, ki predlaga prioritete, program in projekte mednarodnega razvojnega sodelovanja ter nadzoruje izvajanje mednarodnega razvojnega sodelovanja.
II. RAZVOJNI PROJEKTI ZA KREPITEV GOSPODARSKE IN DRUŽBENE INFRASTRUKTURE
2. člen
Vlada Republike Slovenije je v Okvirnem programu mednarodnega razvojnega sodelovanja in humanitarne pomoči za leto 2010 predvidela sredstva v okvirni višini en milijon evrov (1.000.000 EUR) za podporo razvojnim projektom v Črni gori.
3. člen
Program mednarodnega razvojnega sodelovanja med Republiko Slovenijo in Črno goro za leto 2010 podpira ključni strateški cilj Črne gore, namreč približevanje Evropski uniji in vključuje razvojne projekte za krepitev gospodarske in družbene infrastrukture v Črni gori: še posebej na področju gospodarstva in varovanja okolja ter izobraževanja in družbene infrastrukture.
3.1 Gospodarstvo in varovanje okolja
Črna gora kljub majhni površini združuje izjemno bogastvo naravnih virov in naravne dediščine, ki v veliki meri predstavlja še neizkoriščen potencial. Glede na majhnost notranjega trga bosta prihodnja rast in razvoj države v veliki meri odvisna od tega, kako uspešno bo ta razvijala izvozno usmerjeno gospodarstvo in turizem na družbeno in okoljsko odgovoren način. V prostorskem načrtu za obdobje do l. 2020 je Črna gora potrdila potrebo po razvoju severnega dela države vključno z območjem narodnega parka Durmitor (na Unescovem seznamu svetovne kulturne dediščine); razvoj visoko kakovostne turistične ponudbe in ekoturizma ter izboljšanje obstoječe turistične ponudbe pa sodita med prednostne naloge njene gospodarske politike.
Odločitev Črne gore, da kot neodvisna in mednarodno priznana država nadaljuje in spodbuja proces evro-atlantskih integracij, zahteva odgovoren, celosten in kompleksen pristop k razvoju. Med glavnimi nosilci celovitega razvoja Črne gore je sektor energetike, v katerem so poleg političnih in zakonodajnih, ki so že v teku, potrebne še tehnične reforme.
Za učinkovitejši pristop k varovanju okolja sta pomembni tudi področji urejanja prometa v urbanih središčih ter sodobno in odgovorno ravnanje z odpadki. Vzpostavitev ustrezne prometne ureditve izboljšuje kakovost prostora in pozitivno vpliva na varstvo okolja ter trajnostno mobilnost. Razvit in vzpostavljen sistem nadzorovanega evidentiranja in razvrščanja odpadkov ter možnost recikliranja pa predstavlja bistven element celovite strategije varovanja okolja na ravni lokalnih skupnosti in celotne države.
Načrtovani projekti:
3.1.1 Razvoj gorskega turizma na Žabljaku
3.1.2 Razvrščevalna steza za ločevanje odpadkov v občini Herceg Novi
3.1.3 Priprava projektne prostorsko prometne ureditve ožjega in širšega območja Podgorice
3.1.4 Razvoj sistema IT infrastrukture energetskega sektorja v Črni gori
3.1.1 Razvoj gorskega turizma na Žabljaku
Mesto Žabljak leži v središču območja štirih narodnih parkov Črne gore in je z lego na višini 1450 m najvišje ležeče urbano naselje na Balkanu. Območje Žabljaka ima odločilno vlogo v celoviti strategiji razvoja turizma Črne gore. Turistične zmogljivosti s kakovostno in raznovrstno ponudbo so omejene, vendar pa lega omogoča širitev obstoječih in izgradnjo novih kapacitet v skladu z načeli vzpostavitve trajnostnega razvoja z vidika državne in lokalne skupnosti ter turističnega razvoja.
Turistična ponudba na območju Žabljaka se bo z dopolnitvijo ponudbe hotela Gorske oči dvignila na raven mednarodnih standardov, kar bo omogočilo nadaljnjo krepitev in razvoj turizma kot tudi gospodarstva Črne gore v celoti.
Razvoj gorskega turizma v skladu z načeli trajnostnega razvoja na Žabljaku je osrednji projekt razvojnega sodelovanja med Republiko Slovenijo in Črno goro.
3.1.2 Razvrščevalna steza za ločevanje odpadkov v občini Herceg Novi
Občina Herceg Novi med prvimi v Črni gori uspešno vzpostavlja sistem ločevanja in razvrščanja odpadkov. S podporo razvojnih sredstev, ki jih bo prispevala Slovenija, bo občina obstoječe neustrezno odlagališče zaprla ter zgradila novo, ki bo okolju primernejše, kar bo zahtevalo tudi gradnjo in opremo ustreznega sistema za razvrščanje ločeno zbranih odpadkov.
S posodobljenim načinom ravnanja z odpadki bo Črna gora izvajala zakon in predpise o ravnanju z odpadki, ki so usklajeni s priporočili in standardi EU. Razvit in vzpostavljen bo sistem nadzorovanega evidentiranja in razvrščanja odpadkov ter možnost recikliranja odpadkov v več lokalnih skupnostih.
3.1.3 Priprava projektne prostorsko prometne ureditve ožjega in širšega območja Podgorice
V okviru prostorsko-urbanističnega načrtovanja prestolnice Črne gore bo Slovenija podprla pripravo študije za prometno ureditev mesta, varstvo okolja, družbeno-gospodarski razvoj in upravljanje zemljišč, ki bo del prostorsko-urbanističnega načrta Podgorice. Projektna zasnova prostorsko-urbanističnega razvoja ožjega in širšega območja Podgorice bo zajemala vse subjekte, ki so pristojni za načrtovanje in gradnjo prometnega sistema.
Študija bo morala opredeliti elemente za vzpostavitev trajnostne mobilnosti, določiti postopke za uskladitev prometnega sistema s prostorskim razvojem, izdelati kritično analizo razvojne dokumentacije v Podgorici in sosednjih mestih ter nacionalno razvojno dokumentacijo za uskladitev prostorskega in prometnega razvoja. Občina bo izvedla SWOT analizo prostorskega in prometnega razvoja Podgorice, analizo prostorske ter prometne dostopnosti in povezanosti na širšem in ožjem območju Podgorice.
Osnovni cilj študije za prometno ureditev je izboljšati kakovost prostora, varstvo okolja in trajnostno mobilnost. Z ustrezno prometno ureditvijo se bo povečala učinkovitost prometa in izboljšala prometna varnost v mestu.
3.1.4 Razvoj sistema IT infrastrukture sektorja energetike v Črni gori
V okviru približevanja evro-atlantskim strukturam in s tem povezanimi reformami v sektorju energetike je Črna gora sprejela Strategijo o energetskem razvoju Črne gore do leta 2025. Po izvedeni institucionalni reorganizaciji sektorja in načrtovanih zakonodajnih spremembah potrebuje država ustrezno informacijsko-tehnološko podporo v obliki sodobnega in učinkovitega informacijskega sistema v energetskem sektorju. S tem bo lahko izboljšala delo ustanov, kot so Regulatorna agencija za energetiko, Organizator trga energije, del Ministrstva za gospodarstvo, ki se ukvarja z energetiko (Sektor za energetiko, še posebej Sektor za energetsko učinkovitost), ter Zavod za statistiko (MONSTAT), ki je zadolžen za spremljanje dogajanja v energetskem sektorju.
V načrtovani sistem je zajeta strojna in programska oprema ter preizkušene aplikacije, ki jih je treba delno prilagoditi razmeram in potrebam v Črni gori. Infrastruktura bo sestavljena iz strežniških sistemov, baz podatkov in informacijskega sistema, ki bo vsem akterjem v energetskem sektorju omogočal razvoj lastnih aplikacij v skladu z njihovimi potrebami. S takim sistemom bodo akterji pridobili učinkovito orodje, s katerim bodo avtomatizirali svoje delovne procese, tako pa dosegli tudi večjo odprtost, predvidljivost, prilagodljivost in preglednost v energetskem sektorju. Sektor bi lahko postal posledično učinkovitejši in privlačnejši za naložbe, kar bi pozitivno vplivalo na gospodarstvo države in širše regije.
Projekt, ki uživa tudi podporo EU, bi predstavljal obliko razvojnega sodelovanja med Republiko Slovenijo in Črno goro.
3.2. Izobraževanje in družbena infrastruktura
Izobraževanje je ključnega pomena za razvoj, izboljšanje pogojev za izobraževanje tako prispeva k splošnemu razvoju v državi. Načrtovani projekti v tem sklopu bodo pomembno vplivali na izboljšanje šolske infrastrukture, delovnih razmer za učitelje in učence, pa tudi na raziskovalno delo in na izboljšanje kakovosti kulturnih dobrin v lokalni skupnosti.
V sodelovanju s partnersko državo Črno goro lahko Republika Slovenija uresničuje del svojih zastavljenih prioritet na področju mednarodnega razvojnega sodelovanja, namreč prispeva h krepitvi družbenih storitev, kar v pričujočem programu zajema predvsem podporo in izboljšanje pogojev za izobraževanje ter raziskovanje.

3.2.1 Oprema športne dvorane policijske akademije v Danilovgradu
3.2.2 Oprema dvorane kulturnega doma Pljevlja
3.2.3 Oprema Zgodovinskega inštituta Črne gore
3.2.1 Oprema športne dvorane policijske akademije v Danilovgradu
Policijska akademija v Danilovgradu je edina tovrstna izobraževalna ustanova v Črni gori. Ustanovljena je bila marca 2006, da bi omogočila sodobno usposabljanje policijskega osebja v Črni gori.
Športne zmogljivosti policijske akademije imajo pomembno vlogo pri usposabljanju bodočih policistov. Sodobna oprema, predvidena v pričujočem projektu, bo omogočila učinkovito vadbo in usposabljanje policijskih kadetov.
V okviru projekta policijske akademije v Danilovgradu je predvidena oprema športne dvorane za potrebe akademije. Projekt zajema nabavo opreme za telovadnico, dvorano za gimnastiko in vadbo ter opremo pomožnih prostorov.
3.2.2 Oprema dvorane kulturnega doma Pljevlja
Občina Pljevlja leži na severu Črne gore in je s 37.000 prebivalci tretja največja občina v Črni gori. Kulturni dom Pljevlja ima več kot 4000 m2 prostorov, namenjenih javnim ustanovam in prebivalstvu za organizacijo različnih izobraževanj, kulturnih in drugih dogodkov. V kulturnem domu delujejo mestna knjižnica, mestni muzej, mestna galerija, glasbena šola, regionalni kulturni center in gledališče, na voljo pa je tudi večnamenska dvorana.
V okviru projekta bodo knjižnica, muzej, mestna galerija, glasbena šola in prostori kulturnega doma ustrezno opremljeni, kar bo omogočilo nemoteno izvedbo pedagoškega procesa in primerno shranjevanje knjižničnega gradiva in umetniških zbirk.
3.2.3 Oprema Zgodovinskega inštituta Črne gore
Zgodovinski inštitut Črne gore je pomembna institucija, ki je posvečena znanstveno-raziskovalnemu delu na področju zgodovine črnogorskega naroda in Črne gore.
V sklopu prenove in dopolnitve opreme v Zgodovinskem inštitutu bo Republika Slovenija podprla nabavo nove opreme s sodobno informacijsko tehnologijo, skladno s standardi COBISS, kar bo prispevalo h kakovostnim delovnim razmeram z namenom zaščite knjižničnega in arhivskega gradiva.
III. TEHNIČNA POMOČ
4. člen
Republika Slovenija aktivno podpira Črno goro v njeni evropski perspektivi, procesu integracije v Evropsko unijo ter pri prevzemanju njenih standardov in normativov. Republika Slovenija zagotavlja Črni gori strokovno pomoč tako pri usklajevanju nacionalne zakonodaje s pravnim redom Evropske unije kot tudi pri implementaciji pravnega reda Evropske unije. Pogodbenici in njune institucije tesno sodelujejo s ciljem čim hitrejšega in učinkovitejšega procesa evropske integracije Črne gore. V l. 2010 bo sodelovanje v tem okviru osredotočeno na naslednjih področjih:
4.1 Okolje in prostor:
– zakonodaja na področju varstva okolja, varstva narave, varstva zraka, komunalnih dejavnosti, kemikalij, prostora, in gradnje objektov,
– usposabljanje ter izmenjava izkušenj in dobrih praks na področju inšpekcijske službe Ministrstva za okolje in prostor.
4.2 Krepitev zmogljivosti tržnega inšpektorata Črne gore z usposabljanjem, izpopolnjevanjem ter izmenjavo izkušenj in dobrih praks inšpektorjev na področju splošne varnosti izdelkov, nepoštenih poslovnih praks in nedovoljenih pogojev v potrošniških pogodbah ter na področju direktiv o nizki napetosti, o strojih in o gradbenih izdelkih.
4.3 Krepitev administrativnih zmogljivosti Ministrstva za zunanje zadeve na področju spremljanja skupne zunanje in varnostne politike (SZVP) ter skupne varnostne in obrambne politike (SVOP) EU.
4.4 Reforma in krepitev zmogljivosti Sklada za razvoj Črne gore.
5. člen
Vlada Republike Slovenije v okvirih možnosti v primeru potrebe Vlade Črne gore zagotavlja strokovno pomoč tudi na drugih področjih krepitve administrativnih zmogljivosti Črne gore.
6. člen
Strokovna pomoč se izvaja predvsem v oblikah svetovanja in izmenjave izkušenj med strokovnjaki pogodbenic, izmenjave gradiv in strokovnih mnenj ter usposabljanja javnih uslužbencev v obliki študijskih obiskov, seminarjev in delavnic.
7. člen
Konkretne aktivnosti in njihovega izvajanja usklajujeta Ministrstvo za zunanje zadeve Republike Slovenije in Ministrstvo za zunanje zadeve Črne gore v okviru Skupnega odbora.
8. člen
Aktivnosti na področju tehnične pomoči Republike Slovenije Črni gori financira Vlada Republike Slovenije, ki je v Okvirnem programu mednarodnega razvojnega sodelovanja in humanitarne pomoči za l. 2010 za to predvidela sredstva do višine 100.000 EUR.
IV. KONČNE DOLOČBE
9. člen
O izvedbi aktivnosti in porabi sredstev, predvidenih v okviru tega programa, bo pripravljeno poročilo s strani Skupnega odbora.
10. člen
Za uradno komunikacijo donacije se uporablja logotip Republike Slovenije in mednarodnega razvojnega sodelovanja Republike Slovenije.
11. člen
Ta program začne veljati 30. dan po podpisu in velja do 31. decembra 2010. Dejavnosti, ki še potekajo in niso dokončane do 31. decembra 2010, se urejajo v skladu z določbami programa do končne izpolnitve, razen če se pogodbenici ne dogovorita drugače.
