O RATIFIKACIJI MEMORANDUMA O SOGLASJU O USTANOVITVI SKUPNEGA MINISTRSKEGA ODBORA MED VLADO REPUBLIKE SLOVENIJE IN VLADO DRŽAVE KATAR
1. člen
Ratificira se Memorandum o soglasju o ustanovitvi Skupnega ministrskega odbora med Vlado Republike Slovenije in Vlado Države Katar, podpisan na Brdu pri Kranju 20. julija 2010.
2. člen
Besedilo sporazuma se v slovenskem prevodu in v izvirniku v angleškem jeziku glasi:

O SOGLASJU O USTANOVITVI SKUPNEGA MINISTRSKEGA ODBORA MED VLADO REPUBLIKE SLOVENIJE IN VLADO DRŽAVE KATAR
Vlada Republike Slovenije in Vlada Države Katar, v nadaljnjem besedilu: pogodbenici, sta se,
da bi okrepili gospodarsko in tehnično sodelovanje, ter v želji, da bi spodbujali nove možnosti v odnosih med državama na vseh področjih,
dogovorili:
1. člen
Pogodbenici ustanovita Skupni slovensko-katarski ministrski odbor (v nadaljnjem besedilu: skupni ministrski odbor), da bi še poglobili sodelovanje med državama na različnih področjih.
2. člen
Naloge skupnega ministrskega odbora so zlasti:
1. določiti potrebno podlago za sodelovanje med državama na različnih področjih, še posebno na gospodarskem, kulturnem, znanstvenem in tehničnem;
2. dejavno spremljati izvajanje tega memoranduma in najti primerne rešitve za odprta vprašanja, ki se pojavijo med izvajanjem;
3. olajšati izmenjavo informacij in strokovnjakov ter organizirati dvostranska posvetovanja, o katerih se pogodbenici skupaj dogovorita.
3. člen
Skupni ministrski odbor se oblikuje pod vodstvom pristojnih ministrov ali njihovih predstavnikov. Sestavljen je iz vladnih uslužbencev pristojnih ministrstev in organov obeh držav, predstavnikov pristojnih gospodarskih združenj in predstavnikov gospodarstva.
4. člen
Skupni ministrski odbor se sestane enkrat letno izmenoma v eni od držav. Izredna srečanja se organizirajo s soglasjem pogodbenic.
5. člen
Če je to potrebno, skupni ministrski odbor ustanovi stalne ali začasne pododbore in delovne skupine za dosego konkretnih ciljev tega memoranduma. Pododbori in delovne skupine svoja priporočila predstavijo skupnemu ministrskemu odboru.
6. člen
Pogodbenici pred vsakim srečanjem po diplomatski poti skupaj oblikujeta osnutek dnevnega reda. Osnutek dnevnega reda se na začetku srečanja predloži skupnemu ministrskemu odboru v potrditev.
7. člen
Pogodbenici lahko ta memorandum spremenita pisno z memorandumom. Vsaka sprememba začne veljati v skladu s postopkom iz 8. člena.
8. člen
Ta memorandum začne veljati z dnem prejema zadnjega od uradnih obvestil, s katerima se pogodbenici obvestita, da so končani vsi notranjepravni postopki. Memorandum velja pet let in se samodejno podaljšuje za enaka obdobja, razen če ena od pogodbenic po diplomatski poti vsaj šest mesecev pred potekom vsakega petletnega obdobja uradno ne obvesti druge, da ga namerava odpovedati.
V POTRDITEV TEGA sta podpisana, ki sta ju za to pravilno pooblastili njuni vladi, podpisala ta memorandum.
Podpisano na Brdu pri Kranju 20. julija 2010 v dveh izvodih v angleškem jeziku.

M E M O R A N D U M
OF UNDERSTANDING (MoU) ON THE ESTABLISHMENT OF A JOINT MINISTERIAL COMMITTEE BETWEEN THE GOVERNMENT OF THE REPUBLIC OF SLOVENIA AND THE GOVERNMENT OF THE STATE OF QATAR
The Government of the Republic of Slovenia and the Government of the State of Qatar hereinafter referred to as the “Parties”;
In order to further strengthen economic and technical co-operation and desirous to open new perspectives for the relations between both countries in all fields;
Have agreed as follows:
Article 1
The Parties hereby establish a Joint Slovenian - Qatari Ministerial Committee (hereinafter referred to as the “Joint Ministerial Committee”) in order to further enhance the cooperation between the two countries in various fields.
Article 2
The tasks of the Joint Ministerial Committee are mainly as follows:
1. To establish the necessary basis for the cooperation between both countries in various fields especially in economic, cultural, scientific and technical fields.
2. To follow-up the implementation of this MoU concluded and to find the appropriate solutions to the open issues that may arise during its application.
3. To facilitate the exchange of information and experts, and to organize bilateral consultations which are mutually agreed upon by both Parties.
Article 3
The Joint Ministerial Committee shall be formed under the chairmanship of the respective ministers or those who represent them. The Joint Ministerial Committee shall consist of government officials of the relevant ministries and authorities of both countries, representatives of the relevant business associations, as well as of business representatives.
Article 4
The Joint Ministerial Committee shall hold an ordinary meeting once a year in each of the two countries alternately. An extraordinary meeting may be held by consent of the two Parties.
Article 5
The Joint Ministerial Committee, shall, if needed, establish permanent or temporary subcommittees and working groups to achieve specific goals within the framework of this MoU. The subcommittees and working groups shall present their recommendations to the Joint Ministerial Committee.
Article 6
The Parties shall prepare the draft agenda of each meeting by negotiating through the diplomatic channels before the date of the meeting. The draft agenda shall be presented to the Joint Ministerial Committee for confirmation at the beginning of the meeting.
Article 7
This MoU may be amended by written MoU between the two Parties. Any such amendment shall enter into force according to the procedure under Article 8.
Article 8
This MoU shall enter into force on the date of receipt of the last of the two notifications by which the Parties inform each other that all internal legal procedures, have been completed. This MoU shall remain in force for five years and be automatically renewed for the same periods, unless either Party notifies the other in writing, through diplomatic channels of its intention to terminate it, at least six months prior to the expiration of any five year period.
IN WITNESS WHEREOF the undersigned duly authorized thereto by their respective Governments, have signed this MoU.

Za izvajanje sporazuma skrbi Ministrstvo za zunanje zadeve.
4. člen
Ta uredba začne veljati naslednji dan po objavi v Uradnem listu Republike Slovenije – Mednarodne pogodbe.
